Position Summary

The Critical Infrastructure Protection Analyst is responsible for supporting the Department of the Navy (DON) CIP Program. The DON CIP Program plays an integral role in supporting Mission Assurance (MA) and complements other DON Program efforts that also contribute to MA through Risk Management (RM), such as (Use the "Apply for this Job" box below). Information Assurance (IA), Operations Security (OPSEC), Continuity of Operations (COOP), Cybersecurity, Force Health Protection, Chemical, Biological, Radiological, and Nuclear Consequence Management (CBRN CM), and Emergency Management.

The CIP Analyst provides onsite client support to Commander, Navy Region Hawaii (CNRH) and personnel, as well as remote and occasional onsite support to Navy Region Japan, Navy Region Korea, and Joint Region Marianas. The analyst coordinates CIP and MA program requirements across echelons of command and supports relevant Navy requirements by developing briefs, program documents, reports, instructions, and information papers on CIP and MA.

Responsibilities
  • Serve as a subject matter expert (SME) supporting the development of Navy/USMC CIP and MA policy and guidance.
  • Act as liaison between assigned command and lead Navy/USMC command for all CIP and MA related issues.
  • Support identification, prioritization, assessment, and validation of Tier 1 through 3 TCAs that support METs for OPLANs and CONPLANs through the CAIP.
  • Support development of risk decision plans (RDPs) for Tier 1 and 2 TCAs and associated infrastructure as requested.
  • Facilitate the completion of MAA corrective action plans (CAPs) that address findings in MAA reports as requested.
  • Identify, validate, and track assets as part of the CAIP and support CAIP policy documents.
  • Support the Navy/USMC CAIP through coordinating with subordinate commands and developing CAIP update responses.
  • Provide support to all phases of MA assessments, including research, on-site travel support, and mission analysis.
  • Provide MAA 101 training to new RMC employees and mentor new mission analysts with functional training.
  • Support preparation of graphical, oral, written reports, briefs, and products in support of CIP and MA programs.
  • Review critical asset data in CAMS and SMADS for validity and assist with validation and editing.
  • Review readiness reporting in DRRS-S and assist with development of mission chains.
  • Advise the client on CIP and MA matters and provide research and analysis using DoD Mission Assurance policies and guidance.
  • Educate/inform client and leadership on the value of MAA and risks to assets and missions.
  • Ensure timely, actionable TCA information is available to COCOMs, subordinate commands, CIP stakeholders, and asset owners.
  • Support MA assessments and perform mission decomposition or other roles as requested.
  • Develop briefs and information papers on CIP and MA topics for internal and external use.
  • Participate in Navy/USMC exercises and war games and provide input on potential impacts to TCAs and missions.
  • Support prioritization recommendations for MA-related capability gaps and requirements for POM and Base Operating Support planning.
  • Support military construction, Facility Sustainment Restoration and Modernization (FSRM), Shore Mission Integration Group, Fleet Related Control Systems working groups, and other decision support processes.
  • Participate in conferences, working groups, meetings, and other MA-related events as required.

Requirements

Education & Experience

• Bachelor’s degree or in lieu of a degree, commensurate operational experience (+4 years)

  • Security Clearance:
    Obtaining a DoD Secret Clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.
