Position: PROGRAM ANALYST with Security Clearance
Duties
* Performs Career Broadening assignments to apply Air Force military operational experience to plan and develop major aspects of Air Force, or Air Force portions of joint war, mobilization, and contingency plans in one or more of the following areas: combat, airlift, rescue, or space.
* In a Career Broadening capacity, develops new methods for developing, analyzing, and integrating AF capabilities in support of Air Force contributions to the organization's mission.
* Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
* Maintains continuous liaison with other Air Staff, Joint Staff, MAJCOM/NAF, COCOM, other service headquarters counterparts, and DoD offices to integrate Air Force plans with other defense agencies. Requirements Conditions of employment

* Mobility is a condition of employment. Employee must sign AF-wide mobility agreement.
* Must be able to obtain and maintain a TOP SECRET security clearance
* If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements, may be found at:  
* PCS cost will be paid IAW Career Broadening Policy under this agreement.
* Career Broadening positions are managed by AFPC/DP2Z and are centrally funded.
* Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
* Career Broadening also provides training and developmental opportunities at various organizational levels.
* These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment
* TEMPORARY PROMOTION:
If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
* This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
* Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
* Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
* Employee must maintain current certifications
* Disclosure of Political Appointments
* Prior experience in contingency, mobility, and war planning in one of the following areas is highly desirable:
Pilot, Navigator, Air Battle Management, Combat Control and Recovery, Space and Missile Operations, Intelligence, Aircraft Maintenance;
* Prior experience highly desirable areas continued:
International Affairs, Information Systems Security Operations, Air Base Operations, or Security Police.

EXPERIENCE:

One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include mastery of various qualitative and quantitative methods to assess and improve major Air Force plans related to war, mobilization, deployment coupled with a comprehensive knowledge of Air Force program goals, objectives, and methods for evaluating the effectiveness of planning actions related to actual events.

To be creditable, the specialized experience must have been at the GS-13 grade level or equivalent under other pay systems in the Federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE,
