We have an exciting opportunity for a Senior Manager, Environmental Policy who plays a pivotal role in monitoring and interpreting regulatory developments, evaluating their impact on public power utilities, and addressing matters related to key environmental statutes—including the Clean Air Act, Clean Water Act, Endangered Species Act, National Environmental Policy Act, Toxic Substance Control Act, Resource Conservation and Recovery Act, and the Comprehensive Environmental Response Compensation and Liability Act.
This position is responsible for facilitating member services and support concerning environmental regulations, cultivating and maintaining relationships with regulatory officials and agency personnel, and researching trends, emerging technologies, and regulatory shifts in environmental policy. The Senior Manager provides informed recommendations on policy implications for public power, ensuring that the APPA and its members remain proactive and responsive to the evolving regulatory landscape.

This is a hybrid position which requires the incumbent to reside in the Washington, DC metropolitan area and come into the office a minimum of two to three days each week (with Tuesdays being a mandatory day).
Responsibilities- Assist and coordinate APPA environmental policy position development with members and industry stakeholders.
- Review, analyze, and comment on environmental regulatory proceedings.
- Assist in the development of educational resources for members, including but not limited to environmental management systems, environmental permitting, and sustainability reporting.
- Coordinate with partner organizations to develop and implement effective strategies and tactics.
- Manage the APPA Engage Environmental community.
- Participate in APPA’s educational programs, such as the Engineering and Operations and Legal and Regulatory conferences.
- Represent APPA and/or make presentations at meetings of state and regional public power associations, other industry organizations, and applicable state and federal legislative and/or regulatory bodies.
- Track member environmental compliance strategies for various environmental rules.
- Develop policy expertise in issue areas as assigned, including an understanding of current environmental statutes.
- Coordinate the development of messaging materials and quantitative analyses to be presented to senior management and other stakeholders.
- Assist in the development of an annual work plan and strategic priorities for environmental issues.
- Degree from a 4-year college or university (environmental science, engineering, chemistry, or related discipline preferred); master’s degree preferred.
- 7-10 years in the power sector, environmental consulting, government, wetland science, biology, or environmental permitting.
- Knowledge of relevant environmental regulations (e.g., CAA, CWA, Resource Conservation Recovery Act, Endangered Species Act, and related laws and regulations), Administrative Procedures Act, and permitting processes at federal, state, and local levels.
- Strong analytical skills and research capabilities to synthesize complex technical and regulatory information; experience with environmental, sustainability, and governance.
- Excellent written and verbal communication skills, including the ability to prepare clear and detailed papers and presentations.
- Strong analytical, critical thinking, and problem-solving abilities to assess environmental impacts, interpret data, and develop effective solutions.
