Overview

The Avery Group, LLC (TAG) is seeking a highly skilled and analytical Senior Financial Analyst to provide budget execution, cost accounting analysis, and decision‑support services to the Army National Guard (ARNG) Comptroller Division. This position supports senior civilian and military leadership by delivering advanced financial analysis, statistical evaluation, and operational recommendations that enhance fiscal accountability and resource execution across ARNG programs.

The Senior Financial Analyst serves as a subject matter expert in Planning, Programming, Budgeting, and Execution System (PPBES) processes, applying financial management principles, operations research methodologies, and data analytics techniques to monitor funding execution, reconcile financial systems, and support strategic budget decisions. The role operates within a high‑visibility environment supporting ARNG leadership, the Office of the Secretary of the Army Comptroller, and Assistant Secretary of the Army for Financial Management and Comptroller stakeholders.

Responsibilities
  • Provide financial analysis and advisory support to ARNG leadership on budget execution, funds management, and fiscal reporting activities aligned with PPBES processes.
  • Develop, monitor, and update spend plans, funding projections, and execution reports using Army financial systems and historical data trends.
  • Integrate, reconcile, and validate financial data across multiple Army enterprise systems to ensure accuracy and consistency of reported metrics.
  • Produce recurring financial reporting products, including status of funds reports, execution reviews, cost analysis summaries, and executive briefings.
  • Analyze funding, disbursement, and cost trends to identify risks, anomalies, and corrective actions to support informed decision‑making.
  • Develop and maintain financial models, analytical tools, and spreadsheets to enhance reporting efficiency and budget execution transparency.
  • Support implementation of funding adjustments, distribution plans, congressional actions, and end‑of‑year financial activities.
  • Participate in Government meetings, present analytical findings, and provide timely recommendations to stakeholders.
  • Prepare required status reports and ensure adherence to financial controls, quality standards, and Army policies.
Qualifications
  • Bachelor’s degree in Finance, Accounting, Economics, Statistics, Operations Research, Mathematics, Data Analytics, or related field required.
  • Minimum 8+ years of experience supporting Department of Defense or Federal financial management, budget execution, or cost analysis functions.
  • Demonstrated experience working within PPBES or federal budget formulation and execution environments.
  • Hands‑on experience with Army financial systems such as GFEBS, ARNG Checkbook, ODS, PBAS, or equivalent enterprise financial systems strongly preferred.
  • Knowledge of federal appropriations law, fiscal policy, and financial reporting processes.
  • Advanced proficiency in Microsoft Excel and financial analysis tools.
  • Ability to obtain and maintain a favorable Secret Security Clearance (or higher if required).
