Overview
As a Budget Specialist, you will support the Navy Secretariat Comptroller and Resource Directorate (SCRD) with comprehensive budget formulation and execution activities. You will be embedded within the federal staff, serving as a dedicated budget analyst and program activity liaison for assigned initiatives.
Responsibilities- Serve as a trusted advisor to federal staff, providing detailed analysis and actionable reporting to guide financial decision-making for assigned initiatives.
- Support all phases of the Planning, Programming, Budgeting, and Execution (PPBE) cycle, including the development of budget exhibits, unfunded requirement requests, and reclamas.
- Drive the financial execution process by meeting obligation benchmarks, establishing and monitoring phasing plans, and processing budget requirements through the Navy ERP system.
- Conduct in-depth analysis of financial data using Excel and the ADVANA (anilystics platform – Jupiter) tool to review fund status, identify trends, and ensure accurate control and monitoring of funds, and develop executive level briefings to bring the story that the data is telling to life.

- Bachelor’s degree in Finance or similar quantitative subject
- 10+ years of relevant Military financial/budgetary analysis experience, preferably in a professional services firm or Military organization
- Proven experience in the Navy or DoD budget environment and deep knowledge of the PPBE process.
- Demonstrated expertise in Microsoft Excel for complex data analysis, manipulation, and reporting.
- Proven experience providing direct support to and briefing to Navy Senior Leadership (SES / PAS officials)
- Excellent attention to detail, adaptability, and the ability to deliver high-quality work under tight deadlines in a fast-paced environment.
- Strong proficiency with PBIS (Program Budget Information System), Navy ERP for funds control and financial management, and Advana/Jupiter analytics platform
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or any time in the future
