Key Responsibilities:
* Assist the Safety and Occupational Health (SOH) Operational Safety Director with all aspects of Department of War (DOW) aviation safety actions, including but not limited to:
Joint Safety Council and Defense Safety Oversight Council support and data and trend analysis.
* Assist with the preparation of senior leader level briefings, information papers, memos, talking points, and other communication and documentation related to aviation safety across the Department.
* Provide SME support to the Joint Safety Council Aviation Safety Working Group as requested. Perform analysis and provide expert advice for integrating safety technologies and solutions into the DoW acquisition process and liaise with the DoW Research and Engineering and Acquisition and Sustainment communities, including support to working groups such as the Environmental and Safety and Occupational Health Integrated Process Team, Joint Human Systems Integration Working Group, and other similar forums as requested
* Perform analysis and provide expert advice for integrating aviation and other safety technologies and solutions into the DoW acquisition process and liaise with the DoW Research and Engineering and Acquisition and Sustainment communities, including support to working groups such as the Environmental and Safety and Occupational Health Integrated Process Team, Joint Human Systems Integration Working Group, and other similar forums as requested.
Recommend ways to ensure milestone decision reviews and interim progress reviews address safety performance
* Provide input and review for the requirements process as well as engage with various research, laboratory, and industry partners to accomplish independent safety analysis; develop and articulate the linkage between safety systems/capability, operational mission requirements, and SOH readiness requirements.
* Use data analysis and recommendations to improve readiness and availability of military and civilian workforce through acquisition policies, procedures, standards for all systems (aviation and weapon systems and human integration systems) to address safety requirements.
* Advocate for innovative technological solutions with direct benefit and contribution to the Department's mishap reduction goals.
* Assist with the preparation of responses to congressional and media inquiries, congressional testimony, responses to DoW Inspector General and Government Accountability Office findings in areas such as, but not limited to aviation safety, operational safety, and safety and occupational health.
* Provide subject matter expertise to Automatic Collision Avoidance Technologies (ACAT) FRRP in the definition, generation, review and approval of technology requirements with Air Combat Command (ACC) for hybrid flight control computer technology (Hy-Tech), analog and digital Automatic Ground Collision Avoidance Systems (Auto GCAS), Automatic Air Collision Avoidance System (Auto ACAS), and integrated Collision Avoidance Systems (iCAS), as well as and DVE collision avoidance systems, as needed for technology transition to the Military Services.
* Assist SOH in the review and update of aviation safety policy, such as Department of Defense Instruction 6055.19 Aviation Hazard Identification and Risk Assessment Programs (AHIRAPs).
* Coordinate and provide input to Aeronautical Navigation meetings, reviews, memos, documents, Directive Type Memorandum, or other related requests.
* Other duties as assigned
Basic Qualifications:
* Minimum Bachelor's Degree in related field.
* Minimum 12 years' experience in a combination of flight operations, aircraft research & development, or aviation safety.
* Experience working with Federal regulatory agencies (e.g., FAA, OSHA, FDA) and knowledge of Federal regulations that pertain to aviation safety.
* Experience working with and developing strategic level aviation policies and procedures.
