Sr. Transit Capital Projects Manager
This is a senior project management and administrative position requiring the effective and efficient overall project management of one or more assigned Transit Capital Construction Projects.
Compensation & Benefits- Competitive compensation package of $107,000 – $135,000
- Hybrid schedule – subject to change
- Vacation: minimum of two (2) weeks

- Provide technical and engineering expertise to successfully guide the development and implementation of transit capital improvements.
- Work effectively across disciplines, departments, agencies, and contractors to monitor and coordinate the engineering design and reviews.
- Coordinate and facilitate project reviews and approvals within the Department of Environmental Services and with other County departments/divisions as needed.
- Coordinate with other public and private sector stakeholders including regional and state transportation agencies, developers, civic associations, and other public groups as needed.
- For selected projects, manage consultants/contractors performing project development, preliminary engineering, design, construction, scheduling, cost estimating, and project documentation.
- Responsible for project management, budget control, and quality assurance of assigned projects and for coordinating and providing technical support on projects managed by other staff or agencies as assigned.
- Prepare and review RFPO/RFB contract specifications; review proposals and bids on contracts and proposed project/contract revisions and provide technical guidance; assist in the selection of consultants and contractors.
- Assist county staff in negotiating project design, schedules, and outcomes with citizen groups, utility companies, other local, state and federal organizations, and other special interest groups.
- Prepare project status reports and presentations. Update and monitor project budgets and schedules.
- Conduct quality reviews of project operation to ensure consistency with design integrity, contract specifications, and regulatory requirements.
- Assist other staff in preparing required reports and funding requests to regional, state, and federal funding agencies.
- May provide professional engineer seal and signature on drawings and specifications prepared by Engineering Drafters, Engineering Technicians or other Engineers.
- Bachelor’s degree in engineering or closely related field required.
- At least seven (7) years of increasingly responsible managerial experience in concept planning, preliminary engineering, design and/or construction of urban public transportation capital projects ranging in complexity and scale up to $50 million.
- Some direct project management experience preferred.
- Master’s degree in engineering or construction management or related field preferred.
- Engineering license required and registration as a Professional Engineer in the Commonwealth of Virginia preferred.
- Experience in bus and rail capital projects required.
- Traffic and roadway engineering experience desired.
- Must demonstrate a highly effective record of managing project staff and resources and working with project stakeholders to achieve a desirable project outcome.
- Knowledge of computer‑assisted design software (such as AutoCAD) and project management software; federal and state requirements regarding public transportation capital projects.
- Possesses mathematical, technical, and research skills to compile and analyze information from a variety of sources; provide information to the public in oral or written form and facilitate meetings with citizen groups to explain technical engineering issues.
- Demonstrates skill to solve technical conflicts and proposed designs to meet a variety of conflicting needs; gather relevant information to solve vaguely defined practical problems and planning and organizational skills to develop and manage engineering programs and projects.
