Operations Manager, Regulatory Compliance Specialist
As a Construction Quality Control Manager (CQCM) at Kiwi Newton Construction LLC, you will play a pivotal role in ensuring our building systems and construction projects meet the highest standards of quality, performance, and compliance. Working closely with project managers, superintendents, engineers, subcontractors, and owners, you’ll take ownership of all quality control activities across the project lifecycle—from submittal review to inspections, documentation, corrective actions, and project close‑out.
This role is ideal for a detail-oriented, organized, and proactive leader who thrives on collaboration, problem-solving, and maintaining excellence in the field.
- Monday to Friday, 8:00am-5:00pm
- Full‑time in office and on‑site
- Communicate regularly with the Project Manager and Superintendent to provide quality updates, identify issues, and support continuous workflow
- Oversee subcontractor submittals, maintain the submittal register, and ensure all materials comply with approved plans and specifications
- Monitor and document daily construction quality practices to minimize rework, deficiencies, and punch‑list items
- Direct and support project engineers on critical path items to maintain project schedule
- Review subcontractor and supplier performance for timeliness, efficiency, and quality
- Verify deliveries for accuracy, completeness, and consistency with approved submittals
- Complete detailed daily reports covering inspections, inventory, work progress, quality and safety observations, and site activity
- Prepare and manage the project punch‑list with site leadership, ensuring items are completed prior to Substantial Completion
- Coordinate with project management to compile and submit all close‑out documentation
- Conduct pre‑installation meetings to ensure clear understanding of plans, specifications, and expectations
- Identify, document, and support corrective actions for any quality deficiencies
- Collaborate with safety personnel to maintain compliance with safety regulations and onsite procedures
- Participate in project meetings and provide updates on all quality‑related activities
Qualifications:
- Degree in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science (required)
- Minimum 10 years of experience as a Construction Quality Control Manager, Project Manager, Superintendent or Construction Manager
- Completion of Contractors Quality Management training a strong asset
- Knowledge of Municipal Washington Airport Authority (MWAA) operations is a strong asset
- USACE CQM certification required; experience on DoD, NAVFAC, and USACE projects strongly preferred
- OSHA 30‑Hour Construction Safety & Health certification required
- Certified Construction Manager (CCM) designation is highly desirable
- Minimum 10 years of experience in the construction industry
- Strong ability to read, interpret, and verify plans, drawings, and specifications
- Proven capability to build and maintain strong working relationships with owners, engineers, construction managers, and contracting officers
- Strong communication, leadership, and documentation skills
- Proficiency with Microsoft Office (especially Excel); HCSS experience is an asset
- Procore experience required
