Job Description
AECOM is seeking a highly experienced Senior Project Manager to support a nationwide capital construction program for a U.S. Federal client. Serving as the Owner's Representative, this role is responsible for providing comprehensive oversight of project execution, contract administration, cost and schedule control, and compliance across all phases of delivery-from preconstruction through commissioning and closeout. The Senior Project Manager will act as a trusted partner to the client, coordinating with multidisciplinary teams, contractors, and regulatory agencies to ensure projects are delivered safely, efficiently, and in full alignment with contractual, financial, and regulatory requirements.
This person will be responsible for but not limited to the following:
* Attend and represent owner preconstruction meetings.
* Coordinate with clients, stakeholders, and regulatory agencies to facilitate approvals, address concerns, and maintain compliance.
* Assist with evaluating, processing, tracking, and drafting all proposed or actual contract modifications.
* Manage project budgets and financial performance by tracking costs, forecasting expenses, and ensuring profitability.
* Review all Value Engineering (VE) Proposals, supporting documentation, technical evaluations, and recommend acceptance or rejection of the proposal.
* Review cost estimates.
* Review project budget.
* Resolve disputes and contractual issues by working with legal, claims, and project control teams.
* Review the payment invoices, negotiate disputed items, and prepare recommended payment vouchers for signature.
* Reviewing Earned Value Management (EVM) data and reports
* Final Payment and Contract Acceptance Management
* Commissioning Management and Coordination
* Construction Schedule review and reporting
* Oversee project scheduling and resource allocation to optimize productivity and efficiency.
* Support Project Controls in processing claims and claims prevention
* Closeout Coordination and Oversight
* Contract Claim and Dispute Resolution Management
* Perform Punchlist oversight and participate in Zero Defect walkthrough.
* Reviewing contractor records (such as subcontracting reports, source lists, contract guidelines, documentation of outreach efforts, etc.)
* Coordinate GC Workplan and advise if the construction contractor fails to promptly remove, correct, or replace unacceptable construction work, and assess any delays caused by such failure.
* Coordinate client Outage / Shutdown Procedure
* Coordinating construction activities between IT integrator, furniture vendors and various other contractors
* Promptly report to the construction contractors, in writing, observed variances from the contract requirements with a copy to the Contracting Officer's Representative (COR)
* Review the construction contract, identify all tests that the construction contractor is required to perform, and prepare a written testing schedule.
* Review the contract documents and prepare a written response, to the satisfaction of the COR, to all RFI's for which a response can be formulated with the information contained in the contract documents.
* Summarizing significant test results in progress reports
* Assess whether the number of helpers, laborers, trainees, and apprentices is excessive compared to the number of journeymen.
* Assist in enforcing labor standards at the Project site.
* Assist with instituting corrective actions if labor violations are found.
* Confirm that the construction contractor has posted the effective wage rate decision at the site.
* Submit a written report summarizing Subcontractor activity, compliance with the Subcontracting Plan, and adherence to goals contained within the Subcontracting Plan.
* Verify that the approved Subcontracting Plan is followed once each quarter (four times per year).
* Verify that workers designated as apprentices are enrolled in a certified apprenticeship program.
* Review payrolls to verify payment of any required minimum wage rates.
