The Engineering Bureau within the Department of Environmental Services (DES) is seeking an innovative and multi‑skilled Project Engineer to lead construction management for capital infrastructure projects involving transportation, stormwater management, water distribution, stream restoration, and neighborhood conservation throughout Arlington County.
Responsibilities- Reviewing and interpreting construction drawings and specifications for urban infrastructure projects;
- Administering and interpreting construction contracts;
- Conducting pre‑construction, progress and stakeholder meetings and preparing meeting minutes;
- Advising, training/instructing, monitoring, and approving recommendations of project construction inspectors;
- Monitoring and reporting on construction progress and contractor activities;
- Identifying and addressing construction issues and schedule updates;
- Preparing daily reports, documenting installed quantities, and responding to general project inquiries;
- Processing change orders and payment requests;
- Coordinating project work with utility companies, affected businesses, residents, community groups, and other stakeholders; and
- Monitoring and enforcing safe working conditions and ensuring compliance with environmental regulations.
- Exceptional customer service skills;
- Ability to communicate effectively with a diverse array of stakeholders, including contractors, laborers, engineers, managers, planners, and citizens;
- Substantial experience in conflict and crisis management, a thorough understanding of local, state, and federal regulations; and
- Proficiency in construction quality control and assurance.
- Bachelor’s degree in Engineering, Architecture, or Construction Management; plus
- Three (3) years of experience in construction management, contract administration or construction inspection of urban infrastructure projects such as highways, bridges, or underground utility projects.
Substitution: Additional qualifying experience may be substituted for the degree requirement on a year‑for‑year basis.
Desirable- Experience with project/time management, project planning/scheduling, cost estimating, budgeting and productivity analyses, and collaborating with internal/external stakeholders;
- Proficiency with Microsoft Office Suite, Adobe Acrobat or similar PDF document handler, and knowledge of e‑Builder construction management software;
- Experience administering/inspecting construction contracts, and/or enforcing compliance with ordinances, codes, plans or specifications;
- Experience with public contracting and procurement; and
- OSHA‑10, VDOT Intermediate Work Zone, and/or E&S Certifications.
Driver’s License: The applicant must possess, or obtain by time of appointment, a valid driver’s license. The applicant must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant’s driving record.
Background Check: A pre‑hire background check will be made on all candidates selected for employment. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Working Conditions- The worker is subject to cold (below 32°) for periods of more than one hour and/or temperatures above 90° for periods of more than one hour.
