Pay RangeBase pay range: $/yr - $/yr
General Responsibilities- Leads, mentors, and supervises a team of Contracting Officers, fostering professional development and high performance.
- Reviews and approves solicitation documents, contract awards, and contract modifications prepared by the team of Contracting Officers.
- Serves as a subject matter expert on IT procurement, providing guidance on sourcing strategies and contract negotiations.
- Collaborates with the Procurement Director to review incoming requests, assign work, coordinate team workflows, and ensure deadlines are met.
- Participates in program review and pre-negotiation conferences with top-level/management personnel on proposed procurement programs. Prepares procurement plans, conferring with General Counsel and technical staff as appropriate.
- Drafts solicitation documents such as Requests for Proposals (RFPs) and Invitation for Bids (IFB); chairs pre-proposal conferences for prospective offerors; responds to inquiries from potential offerors and prepares written amendments to the solicitation, as required.
- Conducts a review of proposals once offers are received. Makes a preliminary review of all offers for conformity and responsiveness.
- Conducts negotiations to obtain the price and other terms and conditions most advantageous to the Airports Authority.
- Chairs pre-award conference with contractor and Airports Authority technical staff, in which reviews contractor responsibility, the scope of work, contract requirements and procedures, scheduling, etc.
- Performs contract management and administration.
- Performs other duties as assigned.
- Seven years of progressively responsible experience in procurement and contract administration.
An Equivalent Combination of education and experience. - Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
- Knowledge of and ability to apply contracting principles, policies, and procedures to pre-award and post-award actions.
- Knowledge of and ability to implement various types of contracts and methods of contracting for information technology projects and for goods and services.
- Skill in managing and administering multiple major procurements and contracts concurrently.
- Ability to perform detailed analyses of data and information and make recommendations.
- Commitment to ethics and integrity in public service to ensure ethical and transparent team activities, set an example for integrity on the team, foster full and open competition in procurement and contracting, and in performing related functions.
- Ability to speak and write effectively, with emphasis on negotiation and persuasive techniques.
- Skill in using a computer and modern office suite software, with emphasis on contracts and procurement management systems/software.
- Experience with information technology and software procurement and contracting, to include determining the appropriate sourcing method and contract negotiation.
- Substantial public sector procurement and contracting experience.
- Certification as a Certified Public Purchasing Officer (CPPO) by the Universal Public Procurement Certification Council or national or federal certification in a recognized procurement certification/credential.
A Bachelor’s Degree in any field.
Certifications and Licenses RequiredCertification as a Certified Public Purchasing Officer (CPPO) by the Universal Public Procurement Certification Council or national or federal certification in a recognized procurement certification/credential within two years of hire, placement, or promotion in the job.
Special Factors- Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
- A background security investigation will be required for all new hires.
