Proposal Manager / Contracts AdministratorTenacious Solutions, LLC is seeking a Proposal Manager / Contracts Administrator to join our corporate team out of Arlington, VA. Only candidates within a commutable distance to our Arlington office will be considered as some onsite work will be required.
In this dual role you will be responsible for the development, planning, and writing of compliant and compelling proposal content along with assisting in the management of our contracts and the contracting process. This high-visibility role calls for a confident and creative communications professional who is an expert writer with excellent strategic-thinking, organizational, technology, training, and collaboration skills. The preferred candidate will have a clear understanding of Government RFPs and their requirements.

Primary job duties and responsibilities:
Proposal Management
- Develop proposals with compelling and compliant content in response to government solicitation requirements (RFPs).
- Edit proposal content for effectiveness (e.g., clarity, readability, accuracy, persuasiveness, and compliancy) as well as style (e.g., grammar, punctuation, word usage, sentence structure, and spelling).
- Develop and maintain a proposal library to address recurring content inquiries for RFP responses.
- Collaborate with subject matter experts to gather relevant information to develop content.
- Develop and write white papers as needed.
- Research legacy content and past performance to apply and tailor to the solicitation requirements.
- Ensure compliance with RFP requirements and proposal guidelines.
- Deliver compelling and compliant content under tight deadlines.
- Stay current with industry standards and best practices in technical writing.
Contracts Administration
- Attend capture, solution, and proposal meetings as needed, to ensure complete understanding of opportunity and ability to tailor proposal messaging.
- Assist with the refinement of identified requirements
- Perform market research activities (e.g., exchanges with industry, pre-proposal conferences, sources sought, Request for Information (RFI), and Draft Request for Proposals (DRFP).
- Prepare and provide feedback on procurement packages, including preparation and review of requirements documentation (e.g., Statements of Work (SOWs), PWSs, market research documentation, draft evaluation factors, applicable pre-award determinations and findings, and applicable pre-award clearances and reviews (Small Business Set-Aside Review and Information Technology Checklist, etc.).
- Provide recommendations concerning acquisition strategies and the selection of contract types and methods of acquisition.
- Assist in performing evaluation of quotes, proposals, offers, and bids.
- Document technical reviews and evaluations.
The ideal candidate will have:
- Bachelor’s degree or higher in English, Information Technology, Computer Science, or other related disciplines. Broad depth and understanding of government solicitations and ability to analyze and correctly interpret requirements and tailor information to score strengths.
- 6+ years of federal proposal writing for a government contractor or equivalent technical experience.
- U.S. Citizenship with an Active Secret Clearance is required.
- Ability to research, interpret and analyze RFP requirements and write solutions
- APMP certification preferred.
- Must be able to successfully write accurate and compelling proposal content (e.g., technical approach, management approach, past performance, and executive summary).
- Strong research and analytical skills to assess contracts and identify potential risks or areas for improvement.
- Proficiency in the Federal procurement process and regulations (e.g., FAR), as well as familiarity with proposal development best practices such as Shipley, APMP Foundation, or equivalent training.
- General knowledge of federal government contract types (IDIQ, FFP, T&M, CPFF).
- Must have the ability to quickly digest information and produce organized, clearly written technical, IT-focused content with little to no supervision.
