Redhawk Administrative Services (RAS) is seeking an experienced Proposal and Capture Manager to lead business development, proposal strategy, and capture execution across our Financial Management, Enterprise Resource Planning (ERP) Systems Support, and Financial Improvement and Audit Remediation portfolios within the Federal Defense and Civilian markets. This role combines financial management subject matter expertise with business development acumen—requiring a strong understanding of federal acquisition, pricing strategies, and compliant proposal development.
The ideal candidate will bring a blend of technical knowledge, strategic thinking, and hands‑on proposal execution to drive RAS’s continued growth in mission‑critical financial and enterprise transformation programs.
Essential Duties & Responsibilities Strategic Growth & Business Development- Identify new opportunities through SAM.gov, GWAC/IDIQ vehicles, and customer engagement.
- Support pipeline development and qualification through Salesforce and internal business systems.
- Contribute to capture strategy sessions, bid/no-bid decisions, and long‑term growth planning.
- Interface and proactively reach out to the Contracting officers and Program Requirements Managers for applicable opportunities to build relationships and generate demos/meetings for the Redhawk GM
- Provide executive‑level briefings on capture status, win probability, and proposal readiness.
- Lead capture activities from opportunity identification through pre‑RFP and proposal submission.
- Develop capture plans and win strategies tailored to DoD and federal Financial Management, ERP, and Audit Remediation missions.
- Conduct competitor analysis, capabilities matrices, teaming assessments, and price‑to‑win strategies.
- Coordinate with operations and SMEs to develop solution approaches and key differentiators.
- Manage relationships with teaming partners, subcontractors, and government stakeholders throughout the capture lifecycle.
- Oversee the development and submission of high‑quality, compliant, and compelling proposals.
- Lead proposal kick‑offs, color team reviews, and schedule management to ensure timely delivery.
- Write and edit technical and management volumes, ensuring alignment with solicitation requirements and evaluation criteria.
- Collaborate with pricing, contracts, and finance teams to ensure accurate cost proposals and compliance with FAR/DFARS and SBA 8(a) requirements.
- Maintain version control, compliance matrices, and proposal documentation in accordance with RAS standards.
- Bachelor’s Degree in Business, Finance, Accounting or a related field.
- Minimum of 7 years of experience in federal contracting, including 3+ years in proposal or capture management.
- Proven track record of managing and winning competitive proposals for IT and cybersecurity contracts in federal markets.
- Strong understanding of DoW Financial Management, Audit Remediation, and ERP Systems (SAP, Oracle, GFEBS, DEAMS, etc.).
- Proven experience leading compliant and competitive proposals under FAR Part 15, Part 12, and other acquisition strategies.
- Knowledge of SBA 8(a) program requirements and small business set‑aside mechanisms.
- Experience developing pricing models, cost narratives, and price‑to‑win analyses.
- Excellent writing, communication, and organizational skills, with demonstrated ability to lead cross‑functional teams under tight deadlines.
