** JOB SUMMARY
** Under nominal supervision, plans, assigns and directs the activities of the Grants Management Department. Provides leadership for and oversees the activities and operations of Grants Management staff. This position is responsible for directing a variety of planning, administrative, operational, financial, and supervisory duties to ensure the City of Arlington implements grant initiatives in a manner compliant with Federal, State, and local requirements.

Directly oversees the administration of enterprise-wide grants development to supplement City resources as a means of expanding community impact. Ensures compliance with federal requirements for Housing and Urban Development (HUD), including but not limited to oversight of the Community Development Block Grant, HOME Investment Partnership and Emergency Solution Grant programs.## ## ##

* ESSENTIAL JOB FUNCTIONS:

*** Overseeing administrative practices in grant development, implementation, and compliance, as well as budgeting and fiscal control of federal, state and/or local funds to ensure Citywide grant compliance.
* Direct, establish and implement long and short-term City Council policies in relation to securing and managing grant funding.
* Lead the development and administration of the Grant Management Department’s budget including but not limited to:  + Approving the forecast of funds needed for staffing, equipment, materials, and supplies.  + Approving expenditures.  + Implementing budgetary adjustments as appropriate and necessary.
* Leads continuous improvement efforts in grants administration through best practices.
* Works collaboratively with City of Arlington Leadership and staff to achieve the City’s priority goals.
* Directs the operation, administration, and financial management for grants in accordance with applicable local, state, and federal regulatory requirements.
* Analyzes technical and administrative challenges, regulations, and rules; then identifies and recommends solutions, project outcomes, and takes or recommends appropriate actions.
* Manages, plans, and supervises the programs, projects, activities, operations, and personnel of the Grants Management department.
* Provides action-oriented supervision of a professional staff team, including the selection, training, mentoring, and evaluation of employees.
* Oversees the preparation and submission of a variety of technical and administrative reports, strategic plans, budgets, correspondence, annual performance reports, and documents related to community development and housing grants.
* Oversees the development, approval, and implementation of the City Council adopted Consolidated Plan and activities, programs, and projects, in accordance with federal regulatory requirements and City of Arlington procedures to meet established performance benchmarks.## ## OTHER

JOB FUNCTIONS:

* Provides a variety of reports to the City Manager’s office.
* Participates on a variety of boards, commissions, and committees.
* Prepares and presents staff reports and other necessary correspondence.
* Attends various meetings, both public and internal to the City.
* Act as staff liaison to federal, state, county, and other granting agencies.
* Oversees departmental grant writing initiatives.
* Makes public presentations to City Council and various community organizations.
* Oversees a variety of activities, including but not limited to:  + Co-management of large-scale construction and infrastructure projects.  + Procurement of architectural and engineering services.  + Negotiation of subrecipient and developer contracts.  + Preparation of monitoring plans and reports.  + Training and technical assistance for contractors and non-profit organizations.  + Development and implementation of standard operating procedures.
* Production of public information and presentations for city leaders and citizens.
* Oversees development of grant applications and budgets required for applications for additional grants and renewal of existing grants.
* Supports and promotes City Council priorities through related community development plans and activities.##
