Senior Program Management Analyst

Job Summary

Provide support to multiple programs of record and rapid capability efforts within Program Acquisition Executive - Fires (PAE-Fires). Provide Subject Matter Expertise in gathering and integrating data from programmatic, engineering, test and evaluation, configuration management, and logistics functions in order to develop, update, and maintain program documentation, formulate recommendations for decision makers, and ensure compliance and cohesiveness with PAE-Fires and associated Capability Portfolio Executives (CPE), and other relevant guidance, directives, and policies.

Roles & Responsibilities
  • Support program management reviews and other technical reviews. Assist or create briefings, information papers, or reports to Department of the Army (DA) level executives and Congressional representatives.
  • Interface routinely with key action officers and leaders within the Army Capability Manager, the Cross Functional Teams, and ASA (ALT) activities.
  • Analyze program strategies to devise the most efficient methods of operating within the lifecycle framework. Specifically, assist in transitioning from rapid capability efforts to Department of Defense (DoD) 5000.02 programs of record within the traditional acquisition pathway.
  • Research and analyze program milestone requirements, identify potential waivers if warranted, assist in preparation of documentation strategy recommendations, develop briefings and other material necessary to communicate the strategy, and document final decisions. Ensure structure and content requirements for program documents are in accordance with all required DoD, Army, PEO MS, and other relevant guidance, directives, and policies.
  • Assist in developing, reviewing, editing, staffing for Government approval, and revising documentation as required.
  • Track program documents through all phases of the approval process and following submittal for staff coordination at higher levels, as appropriate, while maintaining a document repository.
  • Gather and organize information on problems or procedures and provide information to internal and external stakeholders as required. Proactively identify and solve the most complex problems that impact the operations management and direction of the program.
  • Assist, prepare and help maintain periodic reporting requirements, including Acquisition Program Baselines (APB), Army Program Budget Briefs (APBB), and P&R Forms.
  • Analyze and assist with program cost estimating activities and support the development of program budget formulation and allocation activities, including Program Objective Memorandum (POM) Program Reviews and Strategic Portfolio Analysis Reviews (SPAR).
  • Provide programmatic expertise in meetings and working group meetings and ensure recommendations and proposed courses of action are aligned with cost, performance, and schedule constraints.
  • Assist in preparing both internal and external communications products, including meeting notes and executive summaries, white papers, information papers, and program status briefings.
  • Possess critical thinking skills and the ability to conduct simultaneous efforts / projects with extremely short completion timelines.
Basic Qualifications

Required:

Bachelor's Degree (Arts or Sciences)

Years of Experience

Required:

20+ years of relevant experience supporting military or acquisition operations, with at least 6 years' experience supporting an Army acquisition program management office and/or the Missile Defense Agency.

Type of Experience

Required:

Must have DoD acquisition experience, with specific experience in Weapon Systems Integration, Program Integration, and/or Project/Product/Program Management. Must be capable of conducting independent analyses, evaluations, and assessments of programmatic issues. Must have demonstrated experience working individually as well as organizing and facilitating working groups. Must be proficient in using Microsoft Office products. Must demonstrate excellent written and oral communication skills and be able to prepare detailed written reports and briefings suitable for presentation to senior leadership.

An active Secret Security Clearance is required.

Type of Experience Preferred: Program Management certification from Defense Acquisition University (Level III) or the Project Management Institute is desired. Previous experience as a Department of the Army Systems Coordinator (DASC) is highly desirable.
