Summary

The Human Resources Manager is a pivotal, strategic leadership role responsible for the entire HR function across a major site or multiple business units/locations, supporting a workforce of 400 to 1,000 employees. This leader drives human capital strategy and organizational effectiveness, and serves as the senior expert in complex employee relations, talent development, and HR compliance. The HR Lead is directly accountable for department results and ensures the people strategy is fully aligned with Celestica’s long‑term business objectives.

Description Strategic Leadership and Supervision
  • Directly and indirectly manages subordinate HR team leaders and professional staff, overseeing diverse roles within the function.
  • Accountable for department results and for leading activities or projects involving multi‑functional teams.
  • Establishes and executes three to five‑year plans/objectives for the HR function and develops related policies.
  • Develops and manages the department budget and strategic goals.
  • Provides final approval for subordinate managers’/supervisors’ salary and performance recommendations; coaches for improved performance and applies disciplinary action as necessary.
  • Builds crucial cross‑functional relationships across the organization, leveraging persuasive and negotiation skills to secure necessary support.
  • Interacts directly with peer groups and interfaces with senior management on strategic issues related to the area of expertise.
Core Responsibilities and Employee Development
  • Responsible for all strategic human resource management, organizational development, and complex employee relations issues within the site.
  • Provides expert advice, counsel, direction, and training to the management team on all employee and organizational impact issues, ensuring alignment with company policies and legal requirements.
  • Works directly with the company’s attorneys in the preparation of affirmative action cases and ensures adherence to all employment litigation standards.
  • Ensures consistent application of policies and procedures for recruiting, rewarding, retaining, recognizing, and developing talent across the site.
  • Conducts internal investigations of employee misconduct, including interviewing, evidence gathering, consulting with legal counsel, and documenting findings.
  • Develops, recommends, implements, and maintains performance management programs, ensuring timely and consistent application and providing performance program reporting.
  • Partners with site senior management to implement strategic organizational change interventions (e.g., restructuring, reengineering, automation).
  • Conducts ongoing assessments of skill, knowledge, and talent needs to develop or obtain specific training programs that meet the site's needs.
  • Manages the site rollout of Corporate Human Resources Programs, including Compensation and Benefits policies, PDP (Performance Development Plan), Talent Management, and Employee Survey programs.
  • In‑depth knowledge of all government regulations pertaining to employment and labor practices.
  • Extensive knowledge of World Class Manufacturing (WCM) processes and Six Sigma strategies.
  • Familiarity with Customer Satisfaction initiatives.
  • Superior ability to evaluate multiple highly detailed tasks, determine priorities, and organize work to ensure timely project completion.
  • Proven ability to effectively organize and motivate team members with diverse skill sets.
  • Demonstrated ability to manage sensitive employee information in a confidential manner.
