Under general direction, this position will analyze, monitor, plan, prepare, and evaluate all aspects of the departmental budget. This position will supervise, coordinate, and evaluate the work of the Senior Office Assistant within the City Attorney's Office. This position will be responsible for the analyzing, planning, scheduling, procurement, implementation, and evaluation of various systems for the City Attorney's office.
This position will also be responsible for the administrative financial management of the budget for utility coalitions such as the Texas Coalition of Cities for Utilities Issues (TCCFUI) - 77 member cities, Oncor Cities Steering Committee (OCSO) (electric) - 169 member cities, and the ATMOS Cities Steering Committee (ACSC) (gas) - 186 member cities.
ESSENTIAL JOB FUNCTIONS- The ability to analyze, plan, coordinate, prepare, implement, and monitor the City Attorney's Office operating and budget expenditure and revenue estimates, technological and law office systems, and policies; and the ability to undertake management research projects to achieve operations improvements at various levels throughout the divisions of the department.
- Ability to prioritize, organize, assign, monitor, and evaluate the work of direct report.
- The ability to collect, analyze, and evaluate relevant information in accordance with generally accepted auditing standards to form an objective opinion on the appropriateness of accountability, economy, efficiency, effectiveness, and compliance within the unit under review; and the ability to evaluate employee positions, resource procurement, budgetary and financial controls, review and update policies and procedures, law library resourcing, department space design and security.
- The ability to develop, evaluate, and monitor performance criteria against the department goals and objectives.
- The ability to prepare, monitor, coordinate, and implement financial and budgetary controls for miscellaneous city-affiliated organizations and coalitions of cities having common interests in legal and financial matters before legislative, judicial, and regulatory bodies.
- The ability to prepare statistical, financial, and forecast models.
- The ability to prepare written reports and presentations that clearly communicate program outcomes.
- The ability to perform high-level special assignments and projects.
- The ability to provide projections of revenue, expenditures, and accounting of funding managed by the department.
- Knowledge of the principles and practices of accounting and governmental finance
- Knowledge of municipal accounting and principles of public finance administration
- Knowledge of municipal government and the laws and procedures of city government
- Knowledge of budgetary development and controls
- Knowledge of research and analysis methods, survey techniques, and statistical financial analysis
- Knowledge of auditing practices
- Knowledge of general, municipal, non-profit, and law office operations and management
- Knowledge of modern office methods, procedures, and equipment, including computerized accounting systems, spreadsheets, and presentation software
- Knowledge and understanding in reviewing and analyzing law office systems, operations, and processes to make recommendations to senior management on best practices and cost/benefits of alternatives for increasing efficiency, productivity, and capability.
- Knowledge of the Criminal Justice Practitioner Certification (CJP), Criminal Justice Information Services (CJIS), Texas Crime Information Center (TCIC), and National Crime Information Center (NCIC) skills in performing complex bookkeeping activities and transactions
- Skill in preparing detailed financial records and reports
- Skill in collecting and analyzing data, preparing reports, and making recommendations to management
- Skill in management research
- Skill in personnel analysis and employment process
- Strong skills in Microsoft Office, including but not limited to Excel, Word, and Power Point
- Ability to operate a variety of office equipment, including but not limited to a PC and a calculator
- Ability to research, analyze, and prepare financial transactions
- Ability to receive detailed information through oral, written, or electronic communications
- Ability to maintain confidentiality
- Ability to establish and maintain effective working relationships with other City employees, personnel of city coalitions and committees, technical and legal consultants, vendors, and the public
- Ability to select from possible alternative methods, the method of possessing the information that will lead to the best solution to a problem
- Ability to make presentations and/or conduct training
- Ability to establish and maintain good working relationships with internal and external customers
- Ability to perform a variety of physical skills, including but not limited to: filing, sorting, stooping, twisting, walking, and exerting or lifting forces up to 20 lbs.
