Job Description

Under the direct supervision of the HIV/STD Program Supervisor, Administrative Assistant III will perform general office responsibilities, including but not limited to administrative, clerical, and technical tasks. The role involves answering calls for appropriate staff, providing information concerning HIV and STDs to the public, sorting and analyzing incoming STD laboratory reports, performing disease matching record searches, and entering data on syphilis, gonorrhea, and chlamydia laboratory reactors into the TB, HIV, STD Integrated System (THISIS) database.

The assistant must explain HIV/STD state reporting guidelines, assist with data collection for regional, state, and federal reports, maintain program files, and compile STD medical inventory for the Texas Infertility Prevention Program (TIPP). Confidentiality must be preserved at all times. The position requires independent travel throughout the State of Texas and out‑of‑state for outreach events, provider and lab visits, and participation in the Incident Command Structure during public health emergencies.

It is office‑based, Monday‑Friday, 8:00 am – 5:00 pm.

Essential Job Functions (EJFs)

DATA MANAGEMENT/ANALYSIS: Receive and process STD laboratory reactors, initiate field records on syphilis labs using the Syphilis Grid Criteria, enter data into THISIS following DSHS HIV/STD Program Operating Procedure and Standards, collect labs via electronic import, faxes, and mail, and initiate public health follow‑up to facilitate screening, diagnosis, treatment, and reporting. Independent travel throughout PHR 2/3 may be required to obtain missing reporting data.

REGIONAL LIAISON: Establish and maintain professional liaison with healthcare agencies, provide reporting schedules, conduct investigations and follow‑up visits with providers and laboratories, ensure timely treatment and reporting, and coordinate with state program staff. Travel throughout PHR 2/3 may be required. (40%)

PROGRAMMATIC SUPPORT: Consult with the Disease Intervention Specialist (DIS), abstract and create correction work lists for the DIS, conduct data entry training, and report outcomes to the program manager. Perform administrative operations, maintain records, and support inventory for condom distribution to TIPP providers. (10%)

REGIONAL SUPPORT AND DISASTER RESPONSE/RECOVERY: Participate in regional assignments and special initiatives, work outside normal business hours for public health emergencies, and assist with disaster response, recovery, and COOP activation. Maintain compliance with DSHS policies and hold a valid Texas driver’s license. (10%)
