Salary Range: $80,499 - $108,070
Assist the Town Engineer in the preparation of engineering drawings and cost estimates, plan review, construction supervision, & inspection and surveying; including preparation and administration of bids and contracts for municipal infrastructure projects, construction monitoring all other related work, as required.
The employee operates surveying equipment (transit unit with tripod), sledgehammer, hand tools, standard office equipment, computers, light trucks, and an automobile.
The employee makes frequent contacts with the general public to answer questions and address complaints, other town offices, such as Building, Police and Fire Departments, Water and Highway Division and other local and state agencies; contacts involve conveying complex information requiring accuracy, tact and discretion.
The employee is required to occasionally attend meetings outside of normal business hours.
The employee may have access to some department-related confidential information, such as bid documents.
Errors during performance of work may result in time and monetary loss to the Town and poor public relations. Errors in judgment could result in delay or loss of service to projects and town utilities.
* Prepares design plans and construction specifications, including measurement and payment, for construction of streets, curbs and sidewalks, drainage, sewer and water distribution systems, parks and other projects.
* Prepares various detailed and complex statistical reports. Leads coordination with vendors, other divisions of DPW and Town Departments in researching, gathering and presenting appropriate data. Ensures ongoing Town compliance with local, state and other mandates including development of training initiatives; develops plans to address identified deficiencies.
* Prepare contracts, estimates of costs and administer bidding and contract requirements as well as evaluating and determining quantities and payments.
* Conducts preliminary topographical site surveys and calculates grades and profiles. Resurveys projects upon completion of construction for actual construction cost and street plan adherence, notes corrections made and creates record plans when necessary.
* Instructs contractors and Inspects public works construction projects, including streets, sewer and water mains; monitors the work in progress of contractors and utilities and ensures that construction work meets specifications and accepted standards; estimates payments due contractors.
* Responds to inquiries from the public pertaining to town construction projects; explains construction projects to the general public; provides information concerning projects and assists the general public with particular problems and concerns; assists with over the counter and telephone inquiries.
* Attend meetings as Designee of the Engineering Division and/or represent the Town during professional or regulatory workshops or interagency meetings as required.
Education and Experience
Bachelor of Science Degree in civil engineering; ten years of experience in an engineering design related field and experience in construction inspection, surveying and cost estimating; or an equivalent combination of education and experience.
Additional Requirements
Engineer in Training (EIT) Certification required. Professional Engineering Licensure preferred or ability to obtain within 2 years.
OSHA 10 Construction Safety and Health Training or ability to obtain within 6 months.
Valid Massachusetts motor vehicle operator’s license. xrlwcon
