Location: Mayflower

The Waterworks Superintendent is responsible for the overall management, operation, maintenance, and regulatory compliance of the City of Mayflower’s water and sewer utility system. This position ensures the safe,reliable, and efficient production, treatment, and distribution of potable water to all customers within the service area. The Superintendent provides leadership to departmental staff, oversees capital improvement projects, ensures compliance with state and federal regulations, and manages the division’s budget and resources.

Additionally, this position serves as the City’s Plumbing Inspector and Natural Gas Inspector, responsible for performing inspections, reviewing plans, enforcing adopted plumbing and fuel gas codes, and ensuring installation work complies with state and local regulations.

Essential Duties and Responsibilities Operations & Maintenance
  • 1. Oversee daily operations of water production, treatment, storage, and distribution.
  • 2. Ensure the proper operation and maintenance of wells, pumps, tanks, meters, valves, distribution lines, and related infrastructure.
  • 3. Develop and maintain operational schedules, preventative maintenance plans, and emergency response procedures.
  • 4. Supervise water quality testing and ensure compliance with Arkansas Department of Health regulations.
Regulatory Compliance
  • 1. Ensure the water system meets or exceeds all applicable federal, state, and local regulatory requirements.
  • 2. Prepare and submit required reports to regulatory agencies, including the Arkansas Department of Health and the EPA.
  • 3. Prepare and submit all required reports, including discharge monitoring reports (DMRs), maintenance logs, and operational records.
  • 4. Maintain accurate and detailed operational logs and compliance documentation.
Personnel Management
  • 1. Supervise, train, evaluate, and schedule Waterworks personnel.
  • 2. Promote a safe, professional, and team-oriented work environment.
  • 3. Respond to after-hours emergencies, system failures, or weather-related incidents as needed.
Customer Service & Public Relations
  • 1. Address customer complaints, service questions, and concerns in a professional manner.
  • 2. Coordinate meter reading, service connections/disconnections, and billing-related support tasks with administrative staff.
  • 3. Communicate system issues, outages, and repairs to the public when necessary.
Planning & Administration
  • 1. Develop and manage the annual Waterworks budget, including operational and capital expenditures.
  • 2. Recommend system upgrades, equipment purchases, and long-term infrastructure improvements.
  • 3. Assist in the development of policies, procedures, and safety protocols.
  • 4. Maintain inventory of equipment, materials, and supplies necessary for continuous operation.
Emergency Response
  • 1. Lead the water system’s response to natural disasters, contamination events, main breaks, and other emergencies.
  • 2. Maintain readiness of backup systems, generators, and emergency equipment.
Plumbing Inspector Duties

As the City’s Plumbing Inspector, the Superintendent is responsible for ensuring compliance with the Arkansas State Plumbing Code and local ordinances.

Plumbing Inspection Responsibilities
  • 1. Conduct inspections of new plumbing installations, remodels, and repairs for residential, commercial, and industrial properties.
  • 2. Issue inspection approvals, corrections, and notices of violation when required.
  • 3. Review and approve plumbing plans and permit applications.
  • 4. Investigate plumbing-related complaints, unsanitary conditions, or illegal installations.
  • 5. Maintain accurate inspection records, reports, and permit files.
  • 6. Provide guidance to contractors, builders, homeowners, and utility customers regarding plumbing code requirements.
  • 7. Enforce backflow prevention requirements and maintain backflow device records.
  • 8. Coordinate with the Arkansas Department of Health on plumbing issues affecting public health and safety.
Natural Gas Inspector Duties

As the City’s Natural Gas Inspector, the Superintendent ensures compliance with the Arkansas Fuel Gas Code and local gas safety ordinances.
