HIGHWAY & CONSTRUCTION LABORER (Highway Operations Technician Series)

( 4,000 Hiring Incentive)

Salary: $37,838 - $50,848

Anticipated Salary: $18.19—$24.45

Grade: 14–19

Job Summary This series exists to provide and preserve a safe and efficient transportation system for the traveling public as well as being courteous, considerate and prompt in dealing with and serving the public. These positions address incidents that result in the closure of the roadway and also perform regular scheduled maintenance on the roadway.

Positions will be assigned based on experience and qualifications listed below.

Short annual hiring incentive: $4,000

Job Duties Highway Operations Worker – $18.19, Grade 14

Entry level position for the Highway Operations Technician series. Duties include operation of motorized vehicles and equipment, pavement care and preservation, landscape care and preservation, roadside shoulder restoration and repairs, signing and striping, delivery of equipment and materials, environmental compliance, vehicle and equipment care.

Highway Operations Tech 1 – $20.46/hr, Grade 17

Apprentice classification. Trained to perform more advanced duties: same as above.

Highway Operations Tech 2 – $22.45/hr, Grade 18

Intermediate level. Responsible for broad scope of highway operational duties and/or lead responsibilities. Duties also include scheduling, assigning, overseeing subordinates, inspecting work, training, and guiding staff.

Highway Operations Tech 3 – $24.44/hr, Grade 19

Full journey classification. Responsible for high-level highway operation duties and supervisory responsibilities, similar to Tech 2 but with higher responsibilities.

Knowledge, Skills & Abilities (KSAs)

In addition to duties, employees will also take on scheduling, assigning, overseeing subordinate work, inspecting work, training, and guiding staff.

Qualifications / Experience Requirements
  • Highway Operations Worker – Minimum 6 months of roadway/highway job‑related experience in motorized vehicle operation, heavy‑duty equipment, maintenance, signing/striping, pavement care, etc.
  • Highway Operations Tech 1 – Minimum 1 year of job‑related experience.
  • Highway Operations Tech 2 – Minimum 2 years of job‑related experience.
  • Highway Operations Tech 3 – Minimum 3 years of job‑related experience.
Selective Preferences
  • Highway Operations Worker – Must obtain Arizona CDL Class “A” permit within 90 days of hire and a full Class “A” CDL within 6 months.
  • Highway Operations Tech 1–3 – Requires Class “A” CDL (manual or automatic), (N) tanker endorsement prior to start date; additional endorsements may be required based on area.
Pre‑Employment Requirements
  • Register with FMCSA Drug & Alcohol Clearinghouse. Candidates must authorize ADOT to conduct limited queries on their CDL.
  • Position responds to emergency call outs 24/7; must reach Maintenance Yard within 30 minutes.
  • Ability to work in extremes of cold and heat, rugged terrain, and high‑speed traffic conditions; lift/carry/push/pull 50 lbs.
  • All newly hired State employees must complete Electronic Employment Eligibility Verification Program (E‑Verify).
