Position: Community Outreach, Engagement and Enrollment  Specialist
Location: Parker

General Description

The Community Outreach, Engagement, and Enrollment Specialist will utilize engagement and relationship‑building practices to identify referral sources that specialize in the identified La Paz Home Visitation Target Population. The position will recruit for new participants by strengthening relationships with current referral sources and identifying and continually building relationships with new sources through community presentations, social networking, community events, support groups, meet‑ups, etc.

The position will enroll families into the Healthy Families Program utilizing the FROG assessment tool.

Summary Of Essential Job Functions
  • Provide community presentations and community outreach activities.
  • Identify and offer families eligible for the Healthy Families or Parents as Teachers Programs.
  • Enroll Healthy Families eligible families using the FROG assessment tool.
  • Maintain professional, positive relationships with hospital staff and other collaborative agencies.
  • Attend quarterly Healthy Families Community Advisory Board meetings.
  • Initiate and attend community and network meetings.
  • Analyze site recruitment data and identify and develop action plans to address them.
  • Work closely with the Program Director and Assessment Supervisor to provide updates on recruitment efforts and site metrics.
  • Identify new referral sources and develop formal and informal partnerships.
  • Schedule and manage social media posts, create e-blasts, and gather program success stories.
  • Develop and continuously nurture relationships with OBGYN/Pediatrician clinics throughout La Paz County.
  • Collect and maintain a working list of active referral sources.
  • Attend monthly team meetings to present and discuss recruitment data and action plans.
  • Gain and maintain appropriate skills needed to complete the FROG assessment (no more than two/month or at the discretion of both Program Director and Assessment Supervisor).
  • Perform other related duties as assigned.
Requirements
  • Minimum of High School Diploma or Equivalent.
  • Bilingual in Spanish strongly preferred.
  • Experience in working with or providing services to children and families.
  • Ability to establish trusting relationships.
  • Acceptance of individual differences.
  • Experience and humility to work with culturally diverse families.
  • Knowledge of infant and child development.
  • Willingness to engage in building reflective capacity (e.g., introspection, self‑awareness in relation to others, recognizing the value of supervision).
  • Infant mental health endorsement preferred.
  • Flexibility in scheduling (able to work nights and weekends) and time‑management skills.
  • Strong communication, interpersonal, and networking skills to effectively communicate with potential partners.
  • Knowledge and skills of social media development and demonstrated computer literacy.
  • Ability to work independently.
  • Meet community partner Memorandum of Agreement requirements.
  • Location:

    must be able to provide direct services to the designated client base in the La Paz County area.
  • Comply with all agency and program policies and procedures—including confidentiality, employee conduct, computer usage, and dress code.
  • Meet program/department performance and productivity standards.
  • Attend required agency and program/department meetings.
  • Adhere to the schedule agreed upon with the supervisor.
  • Follow and model CFR’s core values.
  • Participate in PQI initiatives.
  • Must be eligible and able to obtain a Level One fingerprint card.
  • Must have a valid Arizona driver’s license, vehicle, and meet agency liability insurance requirements.
Ability Requirements
  • Sitting for extended periods of time daily; standing and walking short distances.
  • Moderate twisting, bending, stooping, and lifting up to 40 pounds.
  • Ability to use a variety of office equipment and machines.
  • Normal manual dexterity and eye‑hand coordination.
  • Repeated hand‑wrist movement.
