Distinguishing Features of the Class

Under the direction of the Administrative Support Division Manager, the Human Resources Director is responsible for overall management and compliance of the Human Resources Department in the development and maintenance of employment process, classification and compensation systems, maintaining Employee Policies and Procedures, updating employee personnel records and advising supervisory/managerial staff of policies governing Gila River Indian Community employees. The Director oversees HR Administration, Employee Development, Employee Relations, Insurance, Employee Benefits, and Occupational Safety & Health Offices.

This position requires strong leadership and analytical and strategic planning to promote the vision of the Community Council by providing the Community with an effective and responsive Human Resources Department.

This position also serves as the Local Workforce Investment Area (LWIA) Equal Opportunity (EO) Officer responsible for writing and updating related policies and procedures and investigating, mediating, or arranging mediation for complaints of discrimination filed with WIA, wherein Arizona WIA has jurisdiction.

Essential Functions
  • Direct and supervise all administrative and technical activities of the Human Resources Department.
  • Manage the development and implementation of Human Resources department goals, objectives, policies, procedures, and priorities for each function.
  • Administer and maintain a personnel policy system, formulation, interpretation and implementation of these policies to ensure proper application in response to changes occurring within executive decisions and legislative actions; resolve complaints, issues, and policy issues of considerable sensitivity.
  • Provide policy guidance on all major facets of human resources management (i.e., recruitment, classification, compensation, employee relations, personnel records, and employee training and development activities).
  • Develop and implement the Human Resources department budget.
  • Ensure department administrators and maintain the employment process (i.e., review job announcements, inform applicants of vacancies and application procedures, review applications to ensure they are completed and meet established minimum qualifications, and make appointments for applicants to interview with appropriate hiring supervisor/manager).
  • Plan and direct processing of Human Resources computer‑based records.
  • Administer and maintain classification and compensation systems, including reviewing salary survey information in relation to the Community’s Pay Schedule and ensuring class specifications are reviewed and updated as needed.
  • Administer, maintain, and update employee personnel records, including ensuring supervisory/managerial staff are notified when employee performance evaluations are due.
  • Monitor and analyze reports; provide recommendations and maintain administration of medical insurance benefits and management of occupational safety and health programs.
  • Provide timely and accurate narrative and/or statistical reports to Administration and Community Council on topics such as vacancies, recruitment and selection, timeliness of employee performance evaluations and investigations.
  • Advise supervisory/managerial staff of Tribal, State and Federal laws, regulations and guidelines regarding all areas of employment, including FLSA, EEOC and ADA regulations and guidelines.
