Under general supervision of the City Manager. The City Planner performs professional planning, zoning, land use, community development, and grant writing work to support the orderly growth and revitalization of the City of Holbrook. This position administers the City’s zoning ordinances, reviews development proposals, leads long‑range planning efforts, and provides staff support to the Planning & Zoning Commission and City Council.
The Planner works closely with residents, developers, engineers, businesses, and partner agencies to ensure high‑quality development, promote economic vitality, and protect Holbrook’s unique character. Including the historic Route 66 corridor, residential neighborhoods, and community assets.
The following duties have been provided as examples of the essential types of work performed by positions within this job classification. Management reserves the right to add, modify, change or rescind work assignments as needed. Some specific duties and responsibilities include:
Planning & Zoning Administration- Administer, interpret, and enforce zoning ordinances, subdivision regulations, and applicable state and local laws.
- Conduct zoning reviews, plan checks, site plan evaluations, variance requests, conditional use permits, rezoning applications, and subdivision plats.
- Prepare staff reports, findings, and recommendations for the Planning & Zoning Commission and City Council.
- Coordinate public notices, hearings, agendas, and documentation.
- Maintain and update the City’s General Plan and ensure compliance with Arizona statutory requirements.
- Lead long‑range planning initiatives involving land use, transportation, housing, sustainability, growth areas, and capital improvements.
- Conduct demographic research, GIS mapping, land‑use studies, and economic development analysis.
- Develop policies related to beautification, infill development, annexations, and redevelopment.
- Research, identify, and track grants supporting planning, infrastructure, economic development, housing, Route 66 revitalization, sustainability, and community enhancement projects.
- Prepare complete and competitive grant applications, including narratives, budgets, timelines, and scope of work.
- Coordinate with departments to gather supporting documents, data, letters of support, and required approvals.
- Assist with post-award compliance, reporting, procurement, reimbursement requests, and tracking milestones.
- Maintain grant files, calendars, and documentation to ensure audit readiness.
- Support downtown/Route 66 corridor revitalization, façade improvements, small business support, and historic preservation efforts.
- Assist with planning activities tied to tourism development and community branding initiatives.
- Coordinate with businesses and developers on site selection and permit processes.
- Develop and administer housing programs, including rehabilitation, infill development, and affordable housing strategies.
- Coordinate with state/federal partners on CDBG funding, housing grants, and neighborhood improvement programs.
- Support community engagement efforts, surveys, and public outreach.
- Coordinate technical review with engineering, public works, utilities, fire, and other agencies.
