DUTIES AND RESPONSIBILITIES:
Manages, coordinates, and oversees building, facility, infrastructure, and capital improvement projects. Ensures effective communication and coordination with Navajo Nation chapters, departments, contractors, project owners, and other stakeholders. Collaborates with Navajo Nation governmental entities and Chapter leadership to achieve project objectives, implement approved scopes of work, and execute project work plans. Develops and enforces project-specific processes and provides strategic guidance to stakeholders throughout the project lifecycle.
Ensures accurate project planning, compliance with performance measures, and the development of project schedules and budgets for reporting and tracking purposes. Verifies contractor compliance with statements of work and ensures completion of all required documentation. Oversees project closeout activities, including the review and monitoring of contract documents, ensuring all project deliverables align with established standards and specifications.
Develops project budget plans that account for potential risks and proactively manages construction costs and risk factors. Works closely with the Contract Analyst to facilitate the Navajo Nation 164 Review process for all contracts. Tracks and manages project funds, ensuring appropriate allocation, drawdowns, and fiscal accountability. Monitors project costs and schedules using the web-based Woven Information Navajo Data (WIND) System and coordinates necessary project modifications with subject matter experts.
Reviews and approves expense reports, pay applications, and invoices. Evaluates consultant and contractor monthly progress payment requests and schedules. Monitors payment receipts and disbursements to ensure project deliverables are completed on time and within approved budgets.
Participates in public meetings, stakeholder engagements, and contractor coordination meetings to address project-related issues, identify solutions to challenges, and provide technical recommendations. Conducts project reviews, assessments, and site inspections to ensure compliance with project scope, quality standards, and safety requirements.
This position requires attention to detail and may involve exposure to loud noises, dust, toxic chemicals, and fumes at project sites, requiring the use of appropriate personal protective equipment (PPE). Physical demands may include standing, stooping, climbing, walking, carrying materials, and performing activities typical of a construction environment.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in Project Management, Construction Management, or a closely related field; OR An equivalent combination of education and experience.
- A favorable background investigation.
- Must possess a valid state driver's license.
- Ability to work independently with minimal supervision.
- Strong proficiency in modern technology and computer applications.
- Ability to manage and maintain detailed project information using multiple software systems.
- Excellent oral and written communication skills.
- Proficiency in Microsoft Office, Google Platforms, and project management software.
- Fluency in both Navajo and English is a condition of employment.
- Must obtain a Navajo Nation Vehicle Operator's Permit within ninety (90) days of employment.
