Essential Job Functions

The Family Programs and Services Evaluator will assist courts in the screening and triaging of families for appropriate services and conduct psychosocial, forensic assessments in child access and guardianship cases for the courts. Specifically, this position will have lead responsibility for developing, improving, and monitoring protocols, evidence-based best practices, and resources to help courts identify family and guardianship cases that would benefit from services per Md.

Rule 16-307, including custody and visitation-related assessments (custody evaluations, mental health evaluations, home studies, and drug and alcohol screenings), mediation, investigations, co-parent education classes, and supervised visitation and monitored exchanges. This position will also provide leadership, mentoring, training, coordination, and technical assistance to courts, family services providers, and others who provide family services in the circuit courts statewide, as well as help develop and maintain family services resources for litigants, courts, and the public.

Finally, the position will coordinate, direct, and provide leadership to custody evaluators and other service providers, including court personnel and private‑sector service providers.

Essential Duties and Responsibilities

Performs psychosocial, forensic assessments in family and guardianship cases, which includes review of relevant court records and other records, including health, employment, and school records, interview with parties, collateral resources, and children or anyone under guardianship, observations, and investigation into any other relevant information that will assist with the individual making a written report and recommendation to the court and possibly testify in court to support the report and recommendations.

At the direction of the Director of JFS and the Senior Program Manager of the Policy and Law Unit, the individual will develop, implement, direct, and refine protocols (e.g., screening tools, guides, etc.) and best practices for judges, magistrates, court staff, and others to aid in the identification of families who would benefit from family services. Assist with JFS' screening for intimate partner domestic violence and abuse project, and help expand it to a full intake, screening, and triage system for all Circuit Courts.

Develop, deliver, and coordinate trainings and provide technical assistance on protocols for screening and providing services in family cases. This entails providing ongoing support and mentorship to court personnel and others responsible for screening cases for family violence and to assess the appropriateness of family services. Serve as faculty in training programs for judges and magistrates, court staff, custody and visitation-related assessors, child counsel, and others.

Assists with various Family Law Committee workgroup projects, including but not limited to:

  • Improving and expanding JFS' guardianship monitoring and investigations project and assist in the development of tools and resources to help courts better monitor the well‑being and safety of individuals under guardianship.
  • Promoting and assisting courts that would like to adopt a Problem‑Solving Approach to IV‑D child support cases.
  • Assisting with revising and evaluating co‑parent education programs for parties in child access cases.
