Utility Technician, Maintenance Worker
Position Description
This posting will be used to fill a Full‑time, Permanent, Safety‑Sensitive, Utility Support Worker II position in the Department of Public Works, Bureau of Utility Operations, Water and Wastewater Infrastructure Division.
Nature and Variety of WorkManual labor involving semi‑skilled tasks in the repair and maintenance of water distribution and wastewater collection systems. The employee typically works as part of a crew, performing duties such as cutting and installing water and sewer pipes, operating motor vehicles and equipment, and testing, repairing and inspecting components of the Water Distribution and Wastewater Collection systems. Work involves lifting heavy pipes, operating heavy equipment, working in trenches, and handling exposure to confined spaces and contagious diseases.
All weather conditions are encountered, and employees must be available for emergencies outside scheduled hours. Performance is reviewed by a supervisor.
Skills and Abilities
- Manually dig and backfill trenches, construct shoring, lay water pipes, cut pipes to specific measurements, and connect replacement pipes using specialized clamps and couplings.
- Drive a dump truck with a trailer for hauling a backhoe and operate a front‑end loader.
- Operate mobile cleaning equipment (vactor truck, wash truck, rodder truck) to clean the wastewater collection infrastructure (main sewer lines and wet wells).
- Operate power equipment and hand tools including chainsaws, pipe saws, jackhammers, picks, shovels, and rakes.
- Operate valve testing equipment, exercise valves, and test to determine operating conditions; operate vehicles and equipment during snow removal operations.
- Serve as a work leader of a crew as required.
- Perform related duties as required.
Skills and Abilities
- Knowledge of proper practices and procedures for repair, maintenance, and testing of water distribution and wastewater collection systems.
- Knowledge of trench preparation in accordance with safety regulations and construction standards.
- Knowledge of operating vehicles, power equipment, tools, and testing devices used in water and wastewater facilities.
- Knowledge of water and wastewater air release valve repair and operation.
- Knowledge of water and wastewater hydraulics, mechanical, electrical, instrumentation, and building/ground maintenance and repair.
- Ability to work in confined spaces.
- Ability to read blueprints and schematics.
- Ability to use a computer and related software applications.
- Ability to understand and follow oral and written instructions.
- Ability to lift heavy objects and materials.
- Ability to operate motor vehicles and equipment safely.
- Ability to work in hazardous conditions.
- Education:
Graduation from high school. - Experience:
One (1) or more years of experience in repair, maintenance, and construction of water and wastewater systems. - Driver's License:
Valid commercial Class B motor vehicle operator's license. - NOTE:
Candidates without a valid Class B license must obtain one within six (6) months of employment (minimum non‑provisional Class C license required, CDL learner's permit within 45 days). - Eligibility substitutions:
Two (2) or more years of experience in either water or wastewater systems may substitute for the required water‑and‑wastewater experience. - Longevity pay available based on years of service.
- Safety‑Sensitive position subject to Controlled Dangerous Substance (CDS) and alcohol testing.
- Possession of a Commercial Driver's License (CDL).
