Essential Job Functions

The Benefits/Retirement Specialist is responsible for the full performance level of work ensuring appropriate and consistent Judiciary-wide promotion, implementation, and execution of HR transactions, health benefits, retirement programs, FMLA, Parental Leave, Leave Bank, and FAMLI. The role functions as a technical expert in employment services, benefits and retirement, provides guidance to HR staff, and may travel across Maryland for on-site visits.

  • Serve as a technical expert in benefits and retirement; provide guidance to HR staff and managers; no supervisory responsibility.
  • Process HR transactions in the HRIS CONNECT; determine reason codes, probationary requirements, and contract needs; enter leave and duty dates for reinstatements.
  • Review and process name changes, probationary and contract renewals in CONNECT; maintain HR files and records.
  • Process Special Salary Adjustments for Bailiffs and Special Police Officers as applicable.
Leave Administration
  • Assist with FMLA, Parental Leave, Leave Bank, and FAMLI; receive, track, enter requests into CONNECT, and generate designation notices.
  • Answer general questions regarding FMLA, Parental Leave, Leave Bank, and FAMLI.
Health Benefits Coordinator
  • Interpret health benefits policy; provide information to employees and judges; assist with open enrollment and enrollment; resolve benefit problems; review enrollment documents; calculate premiums and collect payments; coordinate retroactive adjustments; liaison with Health Benefits and Budget & Management.
  • Coordinate with HR staff on open enrollment materials; support online resources and form access.
Statewide Personnel System Workday (SPS)
  • Utilize the DBM online health benefits system to review pending actions, view benefit selections and deductions, and complete reports; determine effective coverage dates and verify dependent information.
Certified Retirement Coordinator
  • Assist employees with retirement questions, eligibility, and related processes; liaison with the Maryland State Retirement Agency; attend required meetings; meet with employees/retirees as needed.
Notary Public
  • Assist with notarization of forms; ensure proper notarization to avoid processing delays; may notarize forms remotely where permitted.
Projects, Events, and Initiatives
  • Assist with onboarding sessions; review policies and procedures; ensure proper form completion (I-9, CPB withholding, etc.); prepare orientation materials; provide employee parking and benefits guidance.
  • Develop trainings for new and current employees and judges; support compliance with ethics disclosures and wellness initiatives.
  • Support judicial appointments processing; assemble orientation packets; oversee events; process appointments in CONNECT; manage senior judge appointments as hourly contractuals.
Judicial Appointments
  • Process judicial appointment transactions; determine salary; coordinate swearing-in dates; manage onboarding in CONNECT; prepare orientation materials and oversee orientation day.
  • Provide services to employees and the public regarding benefits, retirement, and HR rules; train HR Liaisons; create user manuals; audit HR processes and confidentiality forms.
