This posting will be used to fill a full-time, permanent, Deputy County Auditor in the Office of the County Auditor for Anne Arundel County Government.
Under the general direction of the County Auditor, the Deputy County Auditor assists the County Auditor in all aspects of overseeing audits, investigations, and other engagements to detect fraud, waste, and abuse. Additionally, oversees the daily operations of the Office of the County Auditor; and performs related work, as required.
NATURE AND VARIETY OF WORKWork involves responsibility for performing the most complex auditing, investigative, and legislative analyses in the Office of the County Auditor.
Work involves responsibility for the audit division, including those responsible for planning and conducting audits; special reviews; public program analysis, including budget; and examining, evaluating, and reporting on the adequacy and effectiveness of the systems of internal controls and their related accounting, financial, technology, and operational policies of the County.
Work involves ensuring transparency and public accountability by preventing, investigating, and reporting instances of fraud, waste, and abuse of property or funds of the County. Moreover, work involves reporting noncompliance with, and proposing ways to improve employee compliance with, applicable law, policy, and ethical standards of conduct. As needed, utilize the assistance from any other government agency or private party to complete an engagement initiated by the Office of the County Auditor.
Work also involves the coordination of the review of legislation for fiscal impact. Work extends to assisting in defining the scope of departmental activities and methods to achieve objectives and attending and representing the County Auditor at meetings with the County Council and principal County officials in their absence. Work is expected to be performed to the highest professional and technical standards.
The employee must exercise an extensive degree of independent judgment and professional knowledge in assisting the directing of departmental operations. Work results are evaluated through observation, conferences, and review of work products. These work products include audit reports, investigative reports and deliverables, auditor’s review of legislation reports and department operational documents, including Office of the County Auditor manuals and office policies and procedures.
The Deputy County Auditor is distinguished from the Assistant County Auditor in that the Deputy County Auditor is responsible for and/or assists the County Auditor in coordination of both the audit and investigative divisions and the review of legislation. Supervision is exercised over the Assistant County Auditors responsible for the audit and investigative units.

Oversees the planning and supervising of the most complex auditing and investigative assignments; assigns and reviews work of staff members; instructs, counsels, and evaluates staff members; reviews work papers and draft reports; oversees the preparation of final drafts of reports for the County Auditor's review.
Analyzes, or participates in analyzing, and supervises the most difficult budget requests and related program and operational proposals of agencies subject to the County Council's appropriation authority. At the direction of the County Auditor, meets with the County Council, County officials, and representatives of agencies subject to the Council's appropriation authority; prepares and presents findings and recommendations to the County Council and other elected and appointed officials;
attends meetings of the County Council and responds to Council inquiries.
