Position: Permit Specialist (Planning Technician II)

Anne Arundel County Government is currently hiring for a full-time, permanent Permit Specialist (Planning Technician II) position in the Office of Inspections and Permits.

This is specialized technical work in the development, maintenance, and revision of basic planning and zoning and related information.

NATURE AND VARIETY OF WORK

Work involves responsibility either for recording and controlling the orderly processing of subdivision proposals and certain allied waiver requests, or for developing and extending an orderly system of street names and building numbering throughout the County. Work involves frequent contact with subdividers and property owners in explaining program objectives and requirements and in advising them of changes proposed or required. Work follows established policies and procedures, to the development of which these employees are expected to contribute.

Work is evaluated through observation and review of recommendations, reports, or other work products.(

  • In controlling subdivision submittals
    • accepts, reviews for adherence to standards, distributes, and maintains computerized control of progress in multi-agency evaluations of subdivision proposals.
    • logs in submittals, fees, correspondence, and findings of reviewing agencies; accepts and similarly processes waiver requests related to subdivisions and flood plan controls.
    • responds to status inquiries from within the County government and from owners, developers, and their representatives.
  • In street name and building numbering assignment control:
    • develops and maintains basic records and maps of street names and building numbers; identifies patterns of street names and premise addresses requiring changes in order to diminish confusion and improve orderliness in these respects.
    • develops plans for changes; meets with subdividers and property owners regarding these matters, and seeks concurrence in needed changes.
    • keeps interested public and private agencies informed of changes; develops procedures for effecting needed and agreed changes.
  • Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Thorough knowledge of the geography of the County and applicable laws and regulations governing the area of the assignment.
  • Thorough knowledge of the general objectives and methods of planning and land use regulations.
  • Thorough knowledge of established policies and procedures in the area of assignment.
  • Skill in interpreting plans, drawings, and diagrams.
  • Ability to establish and maintain a complex system of records and reports.
  • Ability to read and interpret maps and subdivision plats.
  • Ability to write and speak effectively.
  • Ability to maintain effective work relationships with the public, property owners, subdividers, and their representatives.

Education:

Graduation from high school.

Experience:

Two (2) or more years of experience in planning, subdivision control, and zoning enforcement work; and a valid non-commercial Class C motor vehicle operator's license.

Preference will be given to candidates with the following:

  • Experience with the permit process.
  • Experience in reading site plans.
  • Experience in reviewing residential site plans for setback requirements.
  • Knowledge of zoning classifications and setback requirements.
  • Experience in dealing directly with the public in a very fast-paced environment.
  • Experience in reading architectural plans.
