General Summary of Position

Tracks and analyzes regulations and other government policy changes affecting health care systems. Responsible for the development and submission of certificate of need applications and other regulatory functions in Maryland. Develops, advocates for and implements Med Star's annual legislative and regulatory priorities.

Primary Duties and Responsibilities
  • Monitors and analyzes emerging issues, regulatory trends, and proposed laws, rules, and regulations to determine their potential impact on Med Star Health throughout the State of Maryland.
  • Conducts policy research and data analysis, crafts legislative proposals, and monitors actions in other jurisdictions to inform the development of Med Star Health policy priorities and positions on the state, local, and federal levels.
  • Composes informational memos, briefing materials, policy analysis and presentations for Government Affairs team, internal and external stakeholders based on subject matter expertise.
  • Interacts with government officials and other stakeholders to directly advocate for Med Star's priorities and needs in the legislative and regulatory arenas.
  • Represents Med Star before community organizations, government officials, and regulatory and legislative bodies through meetings, on committees, presents the department and business unit in community outreach efforts.
  • Maintains appropriate internal and external communications with key constituents.
  • Possesses strong understanding of the Maryland legislative and regulatory landscape and possesses strong relationships to influence policy at the local and state levels.
  • Responsible for the development, coordination, and submission of certificate of need applications in Maryland, and any other regulatory issues that may arise.
  • Develops and contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards and safety standards.
Minimum Qualifications

Education

  • Bachelor's degree in health planning, health care administration, or public health required or
  • Master's degree preferred

Experience

  • 8-10 years in Hospital/Health care administration, public health required

Knowledge, Skills, and Abilities

  • Ability to work with both internal and external constituencies.
  • Excellent written and oral communication skills.
  • Ability to quickly analyze legislative and regulatory proposals.
  • Ability to work in a team-based environment.

This position has a hiring range of $114,004 - $219,960
