Nature of WorkThe Assistant Division Chief assists in the supervision, management, and administration of the Highway Hydraulics Division, including training, coaching, workload management, and project oversight. Responsibilities include
- Planning, coordinating, and reviewing activities related to the design and permitting of highway drainage, stormwater management, and erosion and sediment control for transportation projects.
- Ensuring compliance with regulatory requirements for SWM, ESC, and dam safety.
- Supervising licensed professional engineers and non‑licensed engineers on projects and programs.
- Assisting with Fund 74 drainage improvement projects and developing procedures, technical guidelines, design standards, and specifications.
- Coordinating with all Office of Highway Development divisions and overseeing water resources projects and studies.
- Managing environmental permits, supporting projects in design and construction.
- Possession of a Maryland Professional Engineer license, in the appropriate option. Evidence of license must be presented at the time of appointment.
- Two (2) years of experience managing engineering projects as a licensed professional engineer.
- Three (3) years of experience in water resources and/or environmental design, plan review, project management, or program management.
- At least one (1) year of experience that includes direct supervision of engineering staff performing drainage or stormwater management design for transportation projects as a licensed professional engineer.
- Familiarity with Maryland stormwater management and erosion and sediment control design standards, drainage law, environmental regulations, and permitting requirements.
- Expertise with reviewing plans and calculations for stormwater management, drainage systems, and erosion and sediment control.
- High proficiency in reading and interpreting technical reports, design plans, schedules, special provisions, estimates, design, and regulatory guidelines.
- High proficiency in writing letters, memorandums, and technical reports.
- Experience in supervising, delegating, and managing multiple projects and priorities.
- Oversees operations of employees, consultants, and projects statewide.
- Occasional overnight travel and/or extended work hours subject to SHA and OHD policies may be required.
- Valid motor vehicle operator’s license in Maryland.
