Position: Claims Team Leader (Transportation Engineer V)

Overview

The State Highway Administration (SHA), Office of Construction (OOC), is recruiting for a Claims Team Leader (Transportation Engineer V) in Anne Arundel County. This is an open recruitment and a position-specific listing. You will need to apply online to be considered.

Nature of Work:
The primary purpose of this position is to supervise the team within the Engineering Support Division (ESD) that conducts statewide contract claim reviews and analyses to determine if contractors are entitled to additional compensation. Responsibilities include reviewing initial submittals for completeness and accuracy, coordinating with contractors and SHA offices for supplementing documents, determining whether reviews will be handled in-house or by a consultant, managing consultant tasks, estimating costs, approving and tracking the cost of review, and coordinating interactions between the contractor, SHA, and the consultant.

Interactions often involve complex negotiations and mediation. The Claims Team Leader serves as the technical expert on claims for all of State Highway, advising local jurisdictions, other agencies, other states, contractors, and other SHA divisions on claims and dispute resolution. This position also supports the Division Chief in supervising claims reviewers within the Engineering Support Division.

Qualifications

Minimum Qualifications:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Five (5) years of experience in professional engineering.

Selective

Qualifications:

Two and one-half (2.5) years of experience managing, reviewing, and/or overseeing construction contracts.

This selective qualification is more focused in scope than the minimum qualifications. No substitutions are allowed for a selective qualification.

  • Proficient in Microsoft Office Suite
  • Computer experience using Windows operating systems
  • Ability to effectively supervise subordinate staff
  • Excellent written and oral communication skills
  • Strong interpersonal skills
  • Problem solving and decision-making abilities
  • Excellent internal/external customer service skills
  • Ability to plan, organize and coordinate complex or challenging activities
  • Knowledge of construction project practices and management
Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
