WHAT WE ARE LOOKING FOR:
EBA Engineering, Inc. (EBA) is seeking a skilled and dependable Construction Supervisor to support our pavement management contract in Anne Arundel County, Maryland. This position plays a key role in supervising field inspection staff, ensuring contract compliance, and maintaining efficient, high-quality construction inspection operations across roadway, ADA, and infrastructure projects. YOUR RESPONSIBILITIES:
In your role as a Construction Supervisor, your primary duties will include:
* Supervising and coordinating daily field inspection activities to ensure compliance with project specifications, safety regulations, and Anne Arundel County Department of Public Works (DPW) standards.
* Providing direction, technical guidance, and performance feedback to field inspectors to ensure quality workmanship and consistent documentation.
* Reviewing and approving Inspector Daily Reports (IDRs), material tickets, sketches, quantity calculations, and photographs.
* Performing field inspections and verifying construction materials, workmanship, and contract compliance for a variety of construction projects such as roadway reconstruction, rehabilitation, routine and preventative maintenance, concrete curb and gutter and sidewalk reconstruction, ADA compliance, and guardrail replacement and installation.
* Performing existing conditions inspection and roadway treatment recommendations to the Program Manager as well as supporting the development of and administering project scopes and construction estimates.
* Overseeing quality assurance testing, including field and laboratory sampling and testing of asphalt, concrete, and soils in accordance with applicable MARTCP, ASTM, and AASHTO standards.
* Coordinating with contractors, County representatives, and the Construction Manager to resolve field issues promptly and maintain smooth project operations.
* Ensuring adherence to ADA, erosion and sediment control, and Miss Utility requirements.
* Assisting with the layout and verification of curb ramps, driveway tie-ins, and drainage features to confirm compliance with standards for projects with and without approved plans.
* Overseeing documentation of project quantities, testing results, and daily construction progress.
* Identifying project critical path items and coordinating required actions to prevent or mitigate delays.
* Reviewing and approving contractor construction schedules, resource allocation plans, and phasing strategies.
* Coordinating public outreach and providing advanced notification to residents, businesses, and other impacted stakeholders.
* Managing customer relations and engaging with the public to address concerns professionally and effectively.
* Documenting construction status, expenditures, accomplishments, and progress metrics in accordance with program and contract requirements.
* Administering preconstruction and progress meetings, including preparing agendas, documenting minutes, and tracking follow-up action items.
* Reviewing and approving contractor progress payment estimates based on verified quantities and completed work.
* Issuing punch list items, coordinating corrective actions, verifying completion, and confirming acceptance.
* Conducting conditional and final acceptance inspections in accordance with County and contract requirements.
MINIMUM QUALIFICATIONS:
To excel in this role, candidates must possess the following qualifications and abilities:
* 7-10 years of experience in construction inspection or supervision of roadway, paving, and infrastructure improvement projects.
* 2-3 years of experience in a supervisory or lead inspector role.
* Strong understanding of pavement management, ADA construction standards, drainage, and erosion and sediment control practices.
* Self-motivated with strong critical-thinking skills.
* Excellent communication and leadership skills with the ability to motivate and manage inspection staff.
* Proficiency with inspection and reporting software, such as Fulcrum, CMI Web Application, or other digital field documentation tools.
* Ability to develop field engineering solutions without design support.
* High school diploma or equivalent certification.
* Valid driver's license and clean driving record; company vehicle provided.
* Ability to lift up to 50 pounds and work outdoors in varying weather conditions and terrains.
PERFERRED
QUALIFICATIONS:
* Experience with pavement distress identification and treatment recommendations.
* Experience performing economic analysis of scope-of-work alternatives.
* Knowledge and experience with pedestrian facilities and ADA compliance.
