The State Highway Administration's (SHA) Asset Management Office (AMO) is currently recruiting for a Consultant Contract Manager (Administrator III) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position-specific recruitment. Nature of Work: The Consultant Contract Manager is responsible for all the procurement and management activities for Architectural/Engineering (A/E), technical services, and other consultant contracts varying in value from $5-20 million dollars each. This position will represent SHA and AMO in negotiations with consultant firms, and other state agencies, as needed, to ensure that contracts remain within the established budget and scope, adhere to contract terms, achieve Minority Business Enterprise goals, and support fair business practices standards.
The Consultant Contract Manager is responsible for developing procurement materials for advertisement, managing the selection process, negotiating with consultants and SHA financial offices, and overseeing all financial procedures for timely contract management.
The Consultant Contract Manager will develop, revise, and recommend new policies, standards, and workflow procedures for AMO and all users of AMO contract vehicles. The position will have responsibilities related to the oversight/completion of the invoice review process for AMO contracts and processing invoices, confirming compliance with the Code of Maryland Regulations (COMAR), meeting contract requirements, executing fiscal procedures, managing data through applicable financial management systems, the Consultant Contract Tracking System and performing additional financial and procurement-related activities for AMO.
The Consultant Contract Manager also trains on standard operating procedures for contract, procurement, and financial management of AMO contracts. This position will direct the work of permanent, temporary, and contractual staff assigned to AMO and will be responsible for their on-the-job training, assigning of duties, and review of work.

QualificationsMinimum Qualifications:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in administrative staff or professional work.
Selective Qualification: Two and a half (2.5) years of the required experience must include performing the management or procurement of transportation engineering contracts.
Note:
A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).
Preferred Qualifications:
The ideal candidate should possess the following:
- Working knowledge of spreadsheets, financial management software, databases, word processing, email, pdf-related software.
- Experience using SHA financial management systems (e.g., FMIS, MSTAR, EPICS).
- Knowledge of state procurement regulations for Architectural/Engineering (A/E) procurement or COMAR as it relates to regulations for Architectural/Engineering (A/E) procurement.
- Ability to ensure accuracy of contract and invoice documents, and maintain complete, accurate, and retrievable records for review by in-house and legislative auditors.
- Experience working in an engineering office, in a high-volume and high-pressure environment and setting priorities for work tasks.
