Overview

The purpose of this position is to assist the Fire Marshal in overseeing and engaging in the City's fire prevention, public education, and fire inspection / investigation programs. The goal of this activity is the preservation of lives and property within the community as defined in Article 6.01 and Article 6.02 of the Code of Ordinances. Under the direction of the Fire Marshal, this position will oversee and perform fire inspections, review construction plans for code compliance, ensure new and existing construction follows codes and ordinances, determine cause and origin of fires, and attend training sessions.

Position will also conduct and oversee plan review, fire permitting, and acceptance testing for all fire protection systems. Other duties may include educating the community on fire safety and first aid procedures, completing special emergency management projects, and interfacing with other City employees and citizens.

Responsibilities
  • Serve as the officer in charge of assigned fire station personnel, represent the Fire Department when dealing with the public concerning specific fire suppression, prevention or education issues of concern that may arise within an assigned fire response area or zone.
  • Receive and execute routine assignments, special projects or programs, and orders.
  • Perform fire prevention and protection, code compliance inspections and other inspection-related activities to enforce various building/fire codes and regulations.
  • Answer inquiries related to compliance with fire prevention and protection codes, interpret codes for contractors and neighbors.
  • Review and approve permit applications.
  • Develop, coordinate, direct, and assist in fire safety and public education programs to meet target audience needs.
  • Participate in assigned department and City-wide training, evaluate and schedule tests to ensure the emergency preparedness of assigned personnel is thorough.
  • Review building construction plans including land, and residential subdivision development plans for fire code compliance.
  • Manage the fire building inspection process, targeted for businesses, mercantile occupancies, and public assemblies; inspect for fire hazards and conditions dangerous to life and property.
  • Attend pre-construction meetings to ensure fire code compliance and safety.
  • Conduct fire investigations and determine the cause and origin of fires, prepare case files for investigations.
  • Manage the fire education presentation process to the public related to Fire Department service delivery such as fire suppression, prevention, safety education, emergency medical services, and other special community events.
  • Assist with the development of fire safety training, conduct classes as needed.
  • Research and answer environmental site assessment questions.
  • Prepare reports and review and/or complete state required inspections for fire incidents and fatalities.
  • When requested by the Fire Marshal, attend staff meetings, City Council meetings, and other public meetings.
  • Meet and consult with builders, architects, engineers, property owners, and City staff.
  • Engage in the prevention, control, and extinguishment of fires or respond to emergency situations where life, property, or the environment is at risk.
  • Complete all required incident reports, memoranda, administrative and personnel management documentation, maintain records of fire inspections performed, and detail assigned personnel performance.
  • Maintain assigned certifications by participating in continuing education and completing the appropriate paperwork for training received.
  • Assist and, on occasion, accept responsibilities of Fire Marshal when required.
  • Perform any other related duties as required or assigned.
Typical Qualifications
  • Associate’s degree with course work emphasis in Fire Science, supplemented by 4 years related experience and/or training, and 2 years related management or supervisory experience.
  • TCFP Basic Fire Inspector Certificate.
  • TCFP Basic Fire Investigator Certification.
  • TCFP Plans Examiner 1, deferred up to 1 year.
