The Office of the Vice President and General Counsel ("OGC") at the University of Michigan (University or U-M) is conducting a search for an experienced health care attorney to serve as an Associate General Counsel. The successful candidate will provide counsel and support to the University's clinical enterprise, inclusive of its fully integrated academic medical center, its medical school, and its state-wide clinical network ("Michigan Medicine"), and periodically will advise the University's other schools, colleges, and administrative areas on health care regulatory matters.

The successful candidate must be able to work independently on a wide range of complex and novel issues. The role will be tailored to the unique qualifications and experiences of the selected candidate as related to client needs and other OGC team members' areas of expertise and workloads. The OGC team currently works a hybrid model with three days a week in the office.

Responsibilities
  • A minimum of four (4) years' experience providing legal advice on health care matters.
  • Experience with regulatory, medical staff, regulatory, healthcare contracting, healthcare transactions and/or working on issues related to an academic medical center are strongly preferred.
  • Demonstrated ability to manage and prioritize multiple, complex, often time-sensitive assignments simultaneously and with a high degree of organization and effectiveness.
  • Demonstrated ability to work effectively with a broad range of stakeholders and clients, both internal and external.
  • Demonstrated ability to listen and to communicate effectively both orally and in writing with diverse populations.
  • Excellent academic and professional credentials.
  • Excellent judgment and creative problem-solving skills.

  • Law degree from an accredited law school.
  • Admission to the State Bar of Michigan Bar or eligibility for immediate admission.
  • Significant experience providing analysis and support to health system strategic initiatives.
  • Significant experience assessing and advising on Medicare conditions of participation for hospitals.
  • Experience advising on matters regarding medical staff.
  • Experience identifying Stark and Anti-kickback issues and applying fraud and abuse analyses.
  • Experience advising accountable care organizations and clinically integrated networks.
  • Experience reviewing and negotiating contracts for a health system.
  • Experience working with public entities, academic medical centers, and non-profit, tax-exempt entities.
  • Experience applying the Michigan Public Health and Mental Health Code.
  • Ability to participate in the Michigan Medicine "attorney on call" rotation and develop expertise in other emergent patient care issues.
