IT Project Manager, Systems Analyst
MANAGER'S JOB DESCRIPTION
Typical education:
Bachelor's degree or years of experience in lieu of degree (1). For research, development, system integration, or projects with high technical content, a B.S. in a relevant technical field may be required. For projects with lower technical content (e.g., services or transactions), a business administration or other degree may be preferred.
Experience in Managing Projects and Track Record:
Prior Project experience required should have 5+ years of experience working on projects or programs, with at least 4 years serving successfully in positions of major responsibilities such as a Project Manager.
Certifications:
PMP or other certification (e.g., ITIL) highly recommended. Project Management Professional (PMP) certified required.
Candidate must have strong communication skills and the ability to interact with a large community of stakeholders. Candidates must possess leadership skills to successfully manage diverse teams. Knowledge of all aspects of technology including infrastructure, networking, and applications.
Job Responsibilities- Develops, tracks and manages project schedules, budgets, project plans, timelines and scope.
- Works with stakeholders to create project schedules, risk and issues logs, and other project documentation.
- Manages project resources including procuring project staff, developing, motivating, coaching and advising.
- Partners closely with other members of functional project teams to define business requirements.
- Leads teams of developers in the delivery of high-quality software solutions that meet business needs.
- Defines test plans and ensures that products are defect free before User Acceptance Testing.
- Facilitates the User Acceptance Testing process, tracking, developing rollout plans and procedures.
- Prepares and presents cost-benefit analyses.
- Ensures appropriate systems development and project management processes are being utilized.
- Makes presentations to steering committees or project sponsors.
- Develops a project management framework to provide a structure for execution of the project.
- Meets with department liaisons or designated department contacts to identify and clarify requirements needed for the project.
- Supports gathering, documenting, and analyzing business, functional, and user requirements.
- Prepares project proposal and documents by articulating the full scope of work, timeline, assumptions, and budgetary aspects.
- Tracks project performance and produces project status updates.
- Coordinates work with internal team to communicate tasks and deadlines effectively to maintain good working relationships with other City staff and consultants.
- Coordinates with internal resources and third-party vendors for the execution of the project.
- Manages project communications, status updates, milestones, risks, issues, assumptions, decisions and escalations to leadership.
- Coordinates meetings, working sessions, and governance checkpoints.
- Supports change management efforts and documentation and training readiness.
- Coordinates operational readiness reviews.
- Ensures resource availability and allocation.
- Measures project performance using appropriate tools and techniques.
- Manages the relationship with the departments and stakeholders.
- Performs risk management to minimize project risks.
- Ccreates and maintains comprehensive project documentation.
- Develops spreadsheets, diagrams, and process maps to document the project's progression.
- Manages complex problems and provides solutions.
- Bachelor's degree in a technical field such as Business Management, computer science, computer engineering or related field required.
- PMP certification with 5-10 years experience.
- Proven project management and tool experience.
- Must be analytical and detail-oriented.
- People management and team building skills.
- Demonstrated ability to be flexible/adaptable in exercising judgment in a changing environment and to manage competing priorities.
- Proven ability to learn business processes quickly and to work well with business partners at different levels within the organization.
- Strong ability to assess risk and apply management principles to technology applications/products and business functions.
- Experience delivering technology and business application solutions in a large-scale, multi-platform systems environment.
- Candidate must have strong communication skills and the ability to interact with all stakeholders.
- Knowledge of all aspects of technology including infrastructure, networking, and applications.
