Position Summary:

Work directly with senior management to develop regulatory case filings and strategies that support the company's strategic goals and objectives with a focus on Distribution System Planning, Grid Modernization, Transportation Electrification, and other regulatory policy matters. Consult with subject matter experts throughout the company to develop filings and strategies consistent with company goals. Communicate and work effectively with regulatory case management teams to ensure filings consistent with strategies.

Prepare supporting testimony in regulatory proceedings, administrative rule making and legislative hearings as necessary. Coordinate regulatory compliance activities in assigned jurisdictions.

Responsibilities
  • Develop, compile and edit regulatory case filings. Provide clear written explanations of complex issues. Identify key facts to develop effective messages. Ensure documents are concise, well-organized, and conform to style, tone, and formatting conventions of standardized regulatory filings. Demonstrate technical expertise by maintaining an understanding of Xcel Energy’s regulatory structure and environment. Advocate the company’s positions with regulators and stakeholders in regulatory proceedings, administrative rule makings, and legislative hearings.
  • Develop, compile and edit large, complex filings. Support multiple projects while delivering high-quality work. Maintain document controls and solicit feedback from stakeholders to incorporate as appropriate. Communicate regularly with senior management and internal customers to ensure awareness of current regulatory filings and issues. Collaborate across the company to promote regulatory and legislative policy positions. Ensure filings are consistent and production is efficient.

    Work in a time-constrained environment.
  • Assist with drafting discovery responses. Evaluate responses for effectiveness and ensure appropriate context aligned with the company’s request.
  • Develop key messages for presentations to external regulatory agencies and legislative committees and for internal audiences. Partner across business areas and teams to achieve results.
  • Assist witnesses in the development of pre-filed testimony.
Minimum Requirements
  • BA/BS. Five to seven years or equivalent experience in regulatory field.
  • Specific experience in dealing with regulatory filings required.
  • Occasional overnight travel and extensive overtime required.
  • Proficiency with MS Office Suite.
