Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.

SUMMARY:
Under direct supervision of the System Operations Manager, performs communication and completes all documentation associated with coordination of planned outages affecting the Bulk Electric System (BES) in compliance with all existing regulatory and company procedures.
- Coordinates and administers inter‑utility and internal company requests for transmission system maintenance and construction outages; coordinates requests for outages for various resources that operate within the company’s Transmission Operator Area.
- Reviews, approves, denies, and reschedules such requests for transmission and resource outages; requests and evaluates the results of study work performed by Operations Engineers to determine the reliability impacts of requested transmission and resource outages.
- Develops switching procedures for initial energization of new transmission system facilities; reviews draft switching procedures and approves and/or advises System Operators in finalizing switching procedures for requested outages on the company transmission system.
- Serves as the primary point of contact with the Reliability Coordinator on the company’s system outages and data submitted into any Outage Coordination Software.
- Administers the company’s Outage Coordination software package; serves as the company liaison with the software vendor.
- Advises and assists Transmission System Operators as needed during daily transmission desk operations, including participation in supervisory control actions.
- Reviews preliminary transmission system disturbance reports and issues the final versions of the transmission disturbance reports.
- Develops new and updates existing inter‑utility and internal transmission system operating procedures and guidelines.
- Identifies and implements corrective actions to resolve transmission‑operating problems related to the operations and performance of the company’s Transmission System.
- Reports transmission disturbances and outages within established regulatory, industry, and company reporting processes.
- Functions as a Subject Matter Expert and/or Back‑up Subject Matter Expert as needed for the NERC TOP, VAR, and COM requirements and other applicable NERC requirements; develops, compiles, retains and organizes all evidence required to demonstrate compliance with applicable NERC requirements.
- Documents and communicates with other utilities, reliability coordinators, and the regional entity all company and inter‑utility system developments that could impact (positively or negatively) the company’s inter‑utility relationships or the security, reliability, and safety of the company’s bulk electric system.
- Communicates with internal departments to gather outage requirements and updates.
- Supports outage planning by preparing documentation and updating tracking systems.
- Participates in safety meetings and ensures compliance with basic safety protocols.
- Follows direction and guidance as a participant, from senior staff members in all aspects of System Operations having to do with the bulk electric system.
- Strong math, electrical theory knowledge, written and oral communication skills, and economic analysis capabilities.
- Strong knowledge of the company’s transmission system capabilities and limitations.
