About the Senior Attorney – Health, Safety, Environmental and Operations Position

As a Senior Attorney for Colonial, this position will provide legal advice, counsel, and support for health, safety, environmental, and other matters pertinent to the organization’s operation of its interstate common carrier refined products pipeline system and affiliated terminal and other businesses. This position plays an instrumental role in not only supporting Colonial’s day-to-day business, but the development and execution of Colonial’s strategies.

This position may also support health, safety, and environmental litigation matters and mergers and acquisitions, capital construction projects, and similar transactions and/or arrangements.

What You Get to Do:

  • Advise internal business and operating teams regarding legislative and regulatory requirements (and related rules and interpretations) in the areas of health, safety, and environmental law and pipeline and terminal operations, including, but not limited to, permitting, compliance, monitoring, and waste management programs.
  • Manage, analyze, and respond to agency enforcement actions, including notices of violation and/or corrective action letters, as well as proposed rules or other changes in the regulatory environment.
  • Interact with federal and state regulators and agency counsel to resolve health, safety, and environmental compliance matters, enforcement actions, and contamination and remediation issues, including, but not limited to, PHMSA, EPA, OSHA, DOT, and/or corresponding state agencies.
  • Provide support for litigation relating to health, safety, and environmental matters and pipeline and terminal operations, including collaboration with the Company’s litigation team, outside counsel, and/or consultants, as necessary.
  • Identify, assess, and advise on health, safety, environmental, and pipeline and terminal operation related issues in connection with asset acquisitions or divestitures, including due diligence review, preparation, and/or analysis.
  • Work with internal clients on projects, compliance with regulations, strategic initiatives, and other matters as assigned.
  • Research, assess, and advise internal clients on regulatory compliance and case-law trends.
  • Establish, maintain, and strengthen working relationships with clients and outside counsel.
  • Draft and review legal memoranda, reports, transactional, and other documents, as requested.
  • Draft and prepare written correspondence to government regulators and third parties to advocate Company positions and respond to notices and requests.
  • Provide legal research and analysis on key issues as requested.
  • Participate as requested in emergency response activities, including any preparatory activities such as training and drills and respond as legal representative in crisis situations.
  • What You Bring to the Table:

  • Juris Doctor Degree from an accredited law school institution.
  • Ideally, 5+ years legal experience with a concentration in health, safety and/or environmental matters and/or regulation of pipeline and/or terminal operations.
  • Deep knowledge of federal, state, and local laws, particularly with respect to health, safety, and environmental related regulatory matters.
