Overview

The Los Angeles County Development Authority (LACDA) is an agency created in 1982 to generate affordable housing and economic redevelopment throughout Los Angeles County. The Housing Management Division (HMD) manages over 3,200 public and affordable housing units. This position will support the maintenance and repair of the Authority’s facilities.

Position Overview

Under direction, the worker leads, trains, and performs a variety of complex plumbing and related maintenance duties. Responsibilities include installation, troubleshooting, preventive maintenance, inspections, and repair of plumbing systems and related building components.

Essential

Job Duties
  • Plan, schedule, assign, and review work of staff in maintenance and repair of agency facilities.
  • Lead staff in inventory and control of supplies, spare parts, and equipment.
  • Perform skilled trades work in plumbing, carpentry, HVAC, painting, electrical, and heavy equipment operations.
  • Perform vehicle and power equipment repairs and maintenance.
  • Prepare and lead staff in painting, drywall, and surface repair projects.
  • Lead staff in grading, back filling, landscaping, and general grounds maintenance.
  • Plan and supervise plumbing maintenance and repair tasks.
  • Operate and maintain motor vehicles and other equipment safely.
  • Maintain accurate logs, reports, and records of work performed.
  • Perform other duties as assigned.
Qualifications Essential Knowledge and Abilities
  • Principles of building maintenance and repair.
  • Operation and calibration of hand, shop, and power tools.
  • Safety practices related to occupational hazards.
  • Record-keeping, reporting, and documentation.
  • Knowledge of federal, state, and local regulations applicable to facilities maintenance.
  • Customer service skills dealing with public, vendors, and contractors.
  • Proficiency with computers and relevant software.
Ability to
  • Perform advanced journey level work in plumbing and related trades.
  • Diagnose and repair building maintenance needs.
  • Plan, organize, and coordinate work of assigned staff.
  • Operate motor vehicles and mechanical equipment safely.
  • Maintain proper logs and records.
  • Apply relevant laws, codes, and standards to work performed.
  • Use computers and software applications effectively.
  • Communicate clearly and concisely, in writing and orally.
Physical Demands

Requires mobility, strength, stamina, and the ability to perform medium to heavy physical work, including walking on uneven surfaces, lifting up to 50 lbs, and operating tools and equipment.

Environmental Conditions

Work occurs outdoors exposed to noise, temperature extremes, chemicals, hazardous materials, and other environmental hazards. Interaction with the public and staff may occur.

Education and Experience

High school diploma or equivalent plus specialized training or coursework in building maintenance, grounds maintenance, trades or construction. At least 3 years of progressively responsible experience performing semi‑skilled and skilled facilities maintenance and repair work.

Desirable Qualifications
  • Experience installing and troubleshooting residential plumbing systems.
  • Valid plumbing license issued by the County of Los Angeles or another municipality.
Licenses and Certifications

Valid California driver’s license required, or alternate transportation available.

Salary Compensation

Hourly rate: $34.27–$47.98 (DOE). Initial placement between start and mid‑point of posted range. Promotion leads to standard increase; new hires cannot begin at the maximum of the posted range.

Conditions of Employment

Offer contingent upon reference checks, medical examination, background check, driving record review, and proof of authorization to work in the U.S. One‑year probationary period applies.
