Division

Overview

The Housing Management Division (HMD) manages 3,229 public and affordable housing units located at 68 sites, serving more than 6,500 residents. HMD generates and utilizes the resources of the LACDA to provide quality affordable housing and expand opportunities to improve the quality of life in housing developments through the involvement of employees, residents, and community partners. HMD also implements and administers various funds for the improvement and modernization of the public housing developments and utilizes various grants to provide needs-based services to public housing residents, including at-risk youth and their families.

Position Overview

Under general direction, plans, schedules, assigns, reviews, and supervises the work of staff performing a variety of maintenance, construction, and repair duties on Authority owned/managed properties at an assigned site within the Housing Operations Division; plans and coordinates a comprehensive preventative maintenance program to ensure Authority owned and managed properties are maintained to the highest level and in compliance with standards of decent, safe, and sanitary housing;

coordinates assigned services and operations with those of other Authority divisions and outside agencies; provides complex staff assistance to management staff in areas of expertise; and performs related duties, as assigned.

Responsibilities
  • Plans, organizes, assigns, supervises, and reviews the work of staff responsible for the maintenance, construction, remodeling, and repair of Authority owned and managed properties at an assigned site, including various skilled trades such as carpentry, painting, plumbing, electrical, roofing and a variety of other maintenance work.
  • Participates in the development of goals, objectives, policies and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
  • Monitors activities of assigned staff and programs; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
  • Determines and recommends equipment, materials, and staffing needs for assigned operations, projects, and programs; establishes schedules and methods for providing assigned services and activities; and reviews requirements with appropriate management staff and allocates resources accordingly.
  • Inspects and evaluates work in progress and upon completion to ensure that repairs, maintenance, and project activities are performed in accordance with federal, state, and Authority regulations, policies, and operating procedures and practices; identifies problem areas and directs remedial action.
  • Participates in the preparation and administration of the assigned site’s building maintenance budget; submits budget recommendations; monitors expenditures.
