Data Governance and Analytics SME

Contract/Perm: Long-term contract with Insight Global

Pay: $140,000-$170,000+ (dependent on years of experience)

Clearance: Active TS/SCI required

Program Length: Through 2028

Must Haves:

• Active TS/SCI security clearance, Bachelor’s Degree, and minimum 7 years of related experience
• 7+ years of experience with data governance and analytics, including evaluating DoD software programs and collecting, transforming, and organizing raw data to identify patterns, insights, and trends supporting operational and strategic decision‑making
• Experience engaging, aligning, monitoring, analyzing, reporting on, supporting, or guiding software programs, pilots, or pathfinders, including collecting and using modern software metrics
• Experience engaging stakeholders to generate new analytic questions and metrics and developing/implementing data acquisition or standardization strategies
• Experience performing action officer/staff officer roles at OSD, Joint Staff, or Service/Agency‑level headquarters, including drafting strategies, decision briefs, information papers, and policy analysis
• Ability to engage peer and senior stakeholders to refine metrics for governance
• Ability to work independently, creatively, and analytically with minimal oversight, anticipating client and stakeholder needs

Plusses:

• Experience developing or implementing modular API architecture software with features such as scalability, flexibility, interoperability, reusability, and ease of integration
• Experience with DoD Adaptive Acquisition Framework processes/policies and supporting program documentation and strategic‑level recommendations
• Experience working on cross‑functional delivery teams, integrating technical inputs into executive‑level decision products
• Experience performing analytical activities for government acquisition programs (requirements analysis, test and evaluation, trade studies, architecture design, etc.)
• Experience synthesizing data from multiple sources into comprehensive, easy‑to‑understand technical documents
• Knowledge of JCIDS or PPBE processes
• Strong attention to detail

Insight Global is seeking a Data Governance and Analytics SME to support a client in Alexandria, VA. This individual will work with Program Managers and SMEs to develop new analytic questions and metrics aimed at improving DoD software procurements as part of an acquisition transformation strategy. Responsibilities include conducting research, developing data acquisition and standardization strategies, implementing metrics and data collection tools, developing algorithms to evaluate metrics, and preparing high‑level decision briefings to support efficient and effective acquisition outcomes.
