Emergency Services Team Leader

The City of Alexandria invites qualified candidates to apply for the Emergency Services Team Leader.

An Overview

The Emergency Services Team Leader manages the Emergency Services Program, a 24/7/365 code‑mandated essential service. The Team Leader oversees the Civil Commitment Hearings Process and the Mandatory Outpatient Treatment (MOT) program, provides direct clinical and administrative supervision, and supports the Community Crisis Response Team (CCRT).

The ideal candidate has thorough knowledge of social, psychiatric, economic and health problems; behavior and literature in social work, psychology, substance abuse, or psychiatric nursing; mental illnesses and intellectual disabilities; ability to apply professional methods; work with consumers; clear communication; plan and supervise a team performing assessment, diagnosis and psychotherapy.

The Opportunity
  • Provides direct clinical and administrative supervision to therapist supervisors, emergency services senior therapists, and community services specialists.
  • Establishes goals, prepares reports, evaluates program effectiveness.
  • Ensures cases with complex issues have appropriate risk assessments and case coordination.
  • Plans and organizes team work, determines methods and priorities.
  • Makes case assignments and provides clinical guidance.
  • Consults with staff and community agencies regarding referrals and issues.
  • Provides clinical training to staff and agencies.
  • Provides coverage in absence of the Division Chief.
  • Approves team work and prioritizes services based on ethical guidelines and evidence‑based practices.
  • Sets performance standards and monitors compliance with quality, outcomes, client satisfaction, and documentation standards.
  • Collaborates with stakeholders and participates in intra‑departmental committees.
  • Prepares quarterly and annual reports for DCHS.
  • Ensures compliance with local, state, federal, licensing and accreditation requirements.
  • Reviews grant reports, synthesizes input, and evaluates programs for efficient service delivery.
  • Recruits, hires, trains, and provides supervision and leadership to the team.
  • Motivates clinical professionals and manages scheduling, leave, discipline, and performance improvement.
  • Maintains clinical record quality and adherence to CARF, Medicaid, and state standards.
  • Works with fiscal staff to increase revenues through billable services.
  • Provides emergency backup coverage during staffing shortages or illness.
  • Performs related work as required.
About the Department

The Center for Adult Services (CAS) provides programs and services in Aging;
Adult Protective Services;
Clinical & Emergency Services; and Community & Residential Support Services for seniors and persons with mental illness, intellectual disabilities, and substance use disorders.

Qualifications

Possession of an M.S.W., M.A., M.S., or Ph.D. from an accredited school; at least three years of experience managing crisis programs and providing mental health and/or substance abuse services; licensed in Virginia as an LCSW, LPC, LSATP, or Clinical Psychologist, or license‑eligible. Must complete certification as Pre‑screener within six months of appointment and demonstrate comprehensive knowledge of Virginia Code regarding Emergency Custody Orders, Temporary Detention Orders, Civil Commitment, Mandatory Outpatient Treatment, and Duty to Warn.

Additional Requirements

ES Manager must maintain 24/7/365 operation, including holidays and emergencies. Shift work includes overnights, weekends, and holidays with 24/7 on‑call supervision to Senior Therapists. Must possess an independent clinical license, valid driver’s license, and at least three years of supervision experience.

Position requires background checks: FBI/Federal Records Check; VA State Child Abuse/Neglect Registry;
Medicare/Medicaid Fraud Database; education/certifications; driver’s license.

Schedule:

Day shifts with some weekend/evening hours, occasional overnight coverage and on‑call coverage.
