Contracts Manager

Position Overview

The Subcontracts/Contracts Manager supports U.S. Government programs by managing the full lifecycle of contracts and subcontracts in a highly regulated Federal acquisition environment. This role partners closely with program management, pricing, legal, compliance, and government customers to ensure contractual actions are executed in accordance with FAR, DFARS, and agency-specific requirements. The ideal candidate brings deep Gov Con experience supporting DoD, Intelligence, and/or Civilian agency contracts, including IDIQ and task order-based programs.

• Manage end-to-end subcontract and contract administration from proposal phase through closeout in accordance with FAR and DFARS
• Support capture and proposal efforts, including acquisition strategy development, subcontractor selection, and risk assessments
• Negotiate pricing, terms and conditions, task orders, modifications, funding actions, and closeout documentation
• Administer IDIQ contracts and high-volume task order environments
• Ensure compliance with Federal regulations, flow-down requirements, and corporate policies
• Support subcontract reporting, small business utilization goals, and government compliance requirements
• Interface with Government Contracting Officers, Contract Specialists, program managers, legal counsel, and subcontractors
• Maintain complete and auditable contract and subcontract files to support internal and external audits
• Support Limitation of Funds (LOF), Limitation of Cost (LOC), and Termination for Convenience actions
• Provide guidance on FAR/DFARS interpretation and contractual risk mitigation
• Lead or mentor junior contracts and subcontracts personnel, as applicable

• Bachelor’s degree required (Business, Contract Management, Finance, or related field)
• 7+ years of experience in Government contracts or subcontracts administration
• Demonstrated experience working under FAR and DFARS
• Experience supporting DoD, Intelligence Community, or Civilian Federal agencies
• Proven ability to manage multiple contracts/subcontracts simultaneously
• Strong negotiation experience with Federal subcontractors and suppliers
• Experience with multiple contract types, including FFP, T&M, CPFF, CPAF, and CPIF

• Experience supporting IDIQ prime contracts and subcontract vehicles
• Experience in proposal support and capture environments
• DAU coursework or equivalent Federal acquisition training
• Certified Acquisition Professional (Level II or higher)
• Prior leadership or team-lead experience in contracts or subcontracts

• Contract lifecycle and ERP systems such as Unison CLM, Deltek Costpoint, Salesforce, IFS, and Share Point
• Government and corporate reporting systems
• Microsoft Office / Office 365 (Word, Excel, PowerPoint)
• Reporting and analytics tools such as Power BI

• Strong written and verbal communication skills
• High attention to detail and compliance orientation
• Ability to operate in fast-paced, deadline-driven Gov Con environments
• Proven ability to work effectively with cross-functional teams
