PositionSummary
ANSER is seeking a Budget Execution Analyst to support the Department of Defense Manufacturing Technology (DoD Man Tech) Program. In this key role, you will provide planning and analytical support to Man Tech project managers, process funding actions, track commitments and obligations, track expenditures, and prepare scheduled and assigned reports for financial management and execution.
This position is fully remote with no onsite reporting requirements.
Day to Day Responsibilities- Preparing and submit regular budget reports, including weekly, monthly, and quarterly updates, to senior leadership.
- Preparing program funding documents such as MIPRs, PRs, and MORDs to ensure the efficient use of program funds.
- Conducting research, collect data, and reconcile issues in the master Advana database for the Dormant Accounts Review Quarterly (DAR-Q) task.
- Monitoring program execution, including tracking obligation and disbursement rates for funded projects.
- Analyzing financial data related to operations, business performance, opportunities, and investments.
- Supporting the Planning, Programming, Budgeting, and Execution (PPBE) process within DoD Man Tech by reviewing budget Program Objectives Memorandum (POM) submissions and correlating the submissions to strategy and or funding requirements.
- Utilizing the Man Tech Execution Tracking Tool (METT) to monitor performance of hundreds of annual funding actions to ensure adequate expenditure planning and identification of poorly performing projects for management action.
- Supporting process improvement by documenting areas needing more clarity and offering recommendations.
- Possess an active Secret security clearance or higher
- Bachelor's degree in finance, accounting, business administration, or other similar field of study
- 3+ years of related finance and / or accounting experience in support of the federal government
- Proficient in Defense Agency Initiative (DAI) system processes and tools
- Experience analyzing Federal budgets and financial data and a demonstrated understanding of accounting principles, financial reporting, and budget planning
- Demonstrated knowledge of appropriations law and limitations, the federal budgeting process, and DoD PPBE System
- Proficient utilizing Microsoft Excel for financial management
- Experience with G-Invoicing processes and tools for creating and updating 7600a agreements GT&C and 7600b Orders
- Experience in the creation and maintenance of Excel-based pivot tables and coding in VBA
