This position is responsible for developing and disseminating specific policies, specifications, and procedure manuals that guide the implementation and maintenance of the highway safety engineering aspects of roadway design, roadway safety enhancements, and various other programs. This includes providing input in the development of the Strategic Highway Safety Plan (SHSP), in addition to ensuring the personal safety of department employees through education and training and providing input on proposed legislation.
The incumbent assists in coordinating public and other departmental involvement in decisions made during the appropriate stages of project development and conducts research necessary to support the cost-effectiveness of highway safety policies.
- Assists with the development and update of appropriate policies, procedures, and initiatives to improve the safety performance of Illinois roadways, and as they relate to all public roadways, including representing the department at the state and national level as a subject matter expert.
- Monitors, reviews, and makes recommendations regarding the latest developments in federal laws and regulations, national practices and policies, and crash trends related to roadway safety on all roadway classifications.
- Reviews and updates policies including, but not limited to, the Highway Safety Improvement Program, with an emphasis in geometric roadway design, such as Roadside Safety Assessments, Highway‑Railway Grade Crossing Safety, School Safety Busing (Hazardous Routes), Bicycle and Pedestrian Policies to ensure they remain current with federal guidance and the Illinois Compiled Statutes.
- Manages the development, updating, and training of appropriate educational materials on the deployment and application of highway safety policies and initiatives, and recommends policy changes and initiatives based on research conclusions.
- Provides input to engineering reviews for proposed legislative initiatives or bills.
- Maintains strong familiarity with, and provides guidance to, staff and district personnel on the appropriate use and application of the American Association of state Highway and Transportation Officials (AASHTO) Highway Safety Manual (HSM), the AASHTO Manual for Assessing Safety Hardware (MASH), the AASHTO Roadside Design Guide, and other safety tools relative to highway/roadway safety initiatives.
- Reviews the analyses of crash data and selected crash sites to identify and recommend measures to reduce crashes, including the development of recommended policy, procedure, and standard changes, and to implement new initiatives based upon the analysis.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned
- Current registration as a Licensed Professional Engineer in the state of Illinois.
- Five years of experience in civil engineering, of which at least two years should be in the specific area of highway engineering.
- Possession of Road Safety Professional Certification.
- Extensive knowledge of the principles and practices of civil engineering with special emphasis on activities involving highway safety and geometric design.
