Job Summary
EMCOR Government Services is seeking a Buyer in Alexandria, Virginia
, who will own the RFQ process throughout the proposal lifecycle for federal government contracts. This role is pivotal in supporting capture, pricing, and proposal teams by sourcing subcontractors and vendors, developing RFQ packages, and ensuring compliance with FAR/DFARS requirements. The Buyer will analyze market trends, pricing, negotiate terms, and maintain supplier relationships to deliver competitive and compliant solutions that strengthen our bids.
Must be able to work independently and be self-motivated to accomplish and complete the assigned tasks and projects. A background in trades such as HVAC or Fire Life Safety (FLS) is highly desirable. Work Schedule is M-F, Hybrid Monday & Friday remote, rest of the week in the office.
- Develop, issue, and manage RFQ packages for subcontractors and vendors during capture and proposal phases.
- Draft detailed Scopes of Work (SOW) aligned with solicitation requirements and technical specifications.
- Identify and qualify suppliers to meet proposal requirements, including small business goals and compliance standards.
- Perform cost and price analysis on RFQ responses to ensure fair, reasonable, and competitive pricing.
- Collaborate with capture, proposal, and pricing teams to align procurement strategies with bid requirements.
- Ensure adherence to FAR/DFARS and company procurement policies throughout the RFQ process
- Maintain documentation of RFQ responses, supplier certifications, and subcontracting plans.
- Support development of competitive solutions through supplier negotiations and cost optimization.
- Track RFQ progress, supplier performance, and provide spend analytics for continuous improvement.
- Other duties as assigned to support strategic sourcing, procurement, and operational needs.

- Must have 3+ years of procurement or sourcing experience, preferably in federal government contracting.
- Bachelor’s degree in Business, Supply Chain Management, or related field.
- In lieu of a degree, must have a minimum of five (5) years of procurement or sourcing experience.
- Strong knowledge of RFQ/RFP processes and FAR/DFARS compliance.
- Proven ability to perform cost and price analysis and negotiate supplier terms.
- Proficiency in Microsoft Office, Vendor Management Platforms, and ERP systems (SAP or similar).
- Excellent communication, analytical, and time-management skills in a fast-paced environment.
- Ability to travel as needed.
- Familiarity with small business subcontracting requirements and compliance reporting.
- Background in MEP trades, Fire Protection, HVAC, or soft services.
- Knowledge of Business Intelligence products and tools desired.
- Professional certifications such as CPSM, CSCP, CPP, PMP, or Lean Six Sigma.
