Executive Secretary Administrative Assistant
Status: Full-Time, contractor for federal agency
Hours: 40 hours per week
Duration: One Year Base contract with additional option years
Location: National Science Foundation in Alexandria, VA
About This Position:
The contractor will provide comprehensive administrative, executive, programmatic, and analytical support to the National Science Foundation's Office of Legislative and Public Affairs (OLPA). This scope of work is designed to ensure efficient day-to-day operations, high-quality written products, effective stakeholder coordination, and data-driven decision-making in support of NSF's communications and policy objectives.
Administrative support services will include managing calendars, correspondence, meetings, document workflows, databases, and stakeholder communications, while maintaining a high level of professionalism, discretion, and responsiveness in a fast-paced federal environment. The contractor will support routine operational needs such as travel and training coordination, metrics reporting, document management, and the maintenance of templates and distribution lists. These services will ensure OLPA leadership and staff can focus on strategic priorities while administrative functions are executed accurately and efficiently.
Executive Secretary Administrative Support will focus on drafting, editing, and managing official correspondence, agency-wide policies, and issuances. The contractor will maintain style guides aligned with NSF branding, develop and document standard operating procedures, and manage organized document libraries. This role ensures consistency, clarity, and compliance across internal and external communications while supporting leadership with high-quality written materials that meet federal plain language and Section 508 requirements.
The contractor will also provide specialized administrative and writing support for the Sexual Assault and Harassment Prevention and Response (SAHPR) Program. This includes supporting the development, review, and maintenance of policies, procedures, guidance documents, FAQs, and other materials related to sexual assault and harassment prevention and response. The contractor will conduct research and analysis, perform rigorous editorial reviews, and produce clear, accurate, and audience-appropriate communications that reflect agency policy, regulatory requirements, and NSF Office of the Director practices.
In addition, the contractor will deliver metrics and analytics support to evaluate the effectiveness of NSF's communications, outreach, and engagement efforts. This includes collecting and analyzing data from digital platforms, media monitoring tools, and stakeholder engagement activities; developing dashboards and reports for leadership; and translating complex data into actionable insights. The contractor will collaborate closely with communications staff to ensure metrics inform strategy, improve performance, and enhance engagement across diverse stakeholder audiences.
Collectively, these services provide OLPA with integrated administrative, writing, policy, and analytical expertise that strengthens operational efficiency, ensures compliance with federal standards, and supports evidence-based communications and program decision-making.

Responsibilities & Duties:
- Draft and edit of correspondence and official issuances for internal and external distribution.
- Maintain a style guide that aligns with the NSF brand.
- Draft, review, and edit agency wide policies, memos, and other documents.
- Develop and document standard operating procedures.
- Maintain and organize document libraries.
- Accurately enter information into databases/tracking systems.
- Exercise basic to intermediate formatting skills for a variety of reports, presentations, and spreadsheets.
- Draft email responses and general correspondence on behalf of the client.
